The fire safety legislation has been amended to provide for a risk-oriented approach

The Federal Law No. 100 of May 28, 2017 amended the Federal Law "On amending the Federal Law on fire safety" and the Code of Administrative Offences of the Russian Federation.

In particular, the changes made to the fire safety legislation provide for reference of the protection subject, territory or land to a certain risk category with a risk-oriented approach, including the results of an independent fire risk assessment (fire safety audit).

Please be reminded, that since 2016 a risk-oriented approach has been already  implemented by a number of federal executive authorities, and in 2017 this approach will be implemented in the regional executive bodies with the following types of control (supervision): the regional state environmental supervision; the regional state veterinary supervision; the regional state building supervision; the state control (supervision) in the area of multi-family housing construction and (or) other real estate; state housing supervision; licensed control over the management of multi-family houses; license control of the retail sale of alcoholic products.

Besides, of this the changes changes introduced into the code of Administrative Offences of the Russian Federation touched the provisions, envisaging administrative penalties for breaches of fire safety requirements.

The signed document comes into force on June 9, 2017.
