The joint meeting of the State Council of Russia and the Commission for monitoring achievement of target indicators of social-economic development considered the issue on development of MFC network

Today the joint meeting of the State Council of Russia and the Commission for monitoring achievement of target indicators of social-economic development, chaired by Vladimir Putin was held in Kremlin. The agenda contained three blocks of issues: rendering state and municipal services through the MFC network, direct evaluation of services quality in the social sphere and settling citizens apart from hazardous housing.

Vladimir Putin specified main results of the work for creation and development of the network of multifunctional centers of rendering state and municipal services. It was noted that on the whole in the country there were three thousands of MFC, which rendered practically all range of state services. In 2016 the number of applications to MFC exceeded 60 mln.

The President underlined that the project turned out to be successful, no need to stop on what had been done, whereas in some MFCs there were queues, not a a full range of services provided and their quality even in MFC not always met the requirements, addressed by the people. It is important that the people themselves could evaluate the quality of services and check how their proposals were accounted and what decision  were taken. The principal task, put set for the federal state authorities, – is to create conditions for citizens to appeal to any MFC independently from their residence and registration. This will allow creating the integral, integrated system of rendering state and municipal services.

The Minister of Economy Development – Mr. Maxim Oreshkin reminded that the first centers were opened 10 years ago, and now there are about 13.000 departments operating in Russia, covering 96% of the population of our country. In his opinion, the appearance of MFC changed the system of interaction between the state and the citizens, public places became comfortable, modern and technological, the average waiting time in a turn reduced by two, 5 times. Visitors of MFC appreciated the invested efforts, the level of satisfaction by services’ quality exceeded 80%, the share of positive feedbacks exceeded 96%.

At that, Maxim Oreshkin also noted that the process of state services rendering itself had to become more simple and comfortable, the centers had to work based on requirements of the individual. Therefore, it is planned to provide the opportunity for applicants to submit one application for several services (rendering services within framework of “life situations”), the issue of arranging payment for services by means of the MFC employee is being reviewed, as well as the issue of possibility to submit tax declaration via MFC.

The Governor of the Rostov Region Mr. Vasily Golubev pointed out that today millions of Russia’s citizens judged the activities of the authorities by their experience of getting services in MFC. In this connection, it is required to work with staff, implement client-focused technologies. At that the service should be clearly set as the unified service on the whole territory of the country, it is needed to describe in maximum what the MFC employee should know, do and how to communicate with the applicant. Today each region trains employees itself.

Please be reminded that in the Republic of Tatarstan in all municipal regions and city counties the MFC offices (My documents) are operating, where one can get over 150 kinds of the most popular services: services of federal authorities (Russian Register, Tax Service, Ministry of Internal Affairs, Pension Fund and etc.), all services of Register Office and municipal services (in the area of land and property relations, architecture, archive and etc.) and other services.

Besides, since September 2016 5 offices “MFC for business”, rendering wide range of specialized non state services, directed both for creation of the own business, and its development (about 190 kinds of services) on the base of the organizations of business support infrastructure in the cities of Kazan,  Nizhnekamsk, Naberezhnye Chelny, Elabuga, Chistopol.
