Exhaustive list of heat supply networks construction procedures has been approved

The Exhaustive list of heat supply networks construction procedures, Rules for the introduction of changes into Exhaustive list of heat supply networks construction procedures and Rules for maintenance of register of procedures described in the Exhaustive list of heat supply networks construction procedures have been approved by RF Government Decree # 452 of April 17, 2017.

The Exhaustive list of heat supply networks construction procedures includes three groups:

- procedures provided for by regulatory legal acts of the Russian Federation;

- procedures provided for by regulatory legal acts of the Russian Federation constituent entities and (or) municipal legal acts of local self-government representative bodies;

- procedures, related to the specifics of town-planning activities in the Russian Federation constituent entity and municipality territories.

The first group of procedures provided for by federal acts included 96 procedures, related to land plot rights granting and land planning documents preparation; forest plot rights granting and the plot use for construction purposes; contracts conclusion for connection (technical connection) of facilities to utility networks, as well as related to architectural and construction design; construction, reconstruction; granting permission for putting the facility into operation, state registration of rights to the constructed facility.

The second group of procedures provided for by regional and municipal acts shall be submitted by the Russian Federation Ministry of Construction, Housing and Utilities for approval to the Government of Russia, taking into consideration Russian Federation constituent entities’ suggestions.

The third group of procedures related to the specifics of town-planning activities in the Russian Federation constituent entity and municipality territories, includes 8 procedures, such as granting tree felling ticket and/or trees and shrubs replanting permit, excavation work permit, traffic and pedestrians circulation plan coordination for the duration of works on the roadway, etc.

In case of normative legal act drafts preparation, provided for change in the number of procedures in heat supply networks construction, interested federal executive bodies and senior officials of the Russian Federation constituent entities shall prepare suggestions for changes to the list and submit the mentioned suggestions to the Russian Federation Ministry of Construction, Housing and Utilities.

Maintenance of procedures description register indicated in the list is also provided by the Russian Federation Ministry of Construction, Housing and Utilities.

Applicable provisions enter into force six months after official publication of the Decree, October 25, 2017.
