The Ministry of Economic Development of Russia stands for extension of the termless supervisory holidays for business after December 31, 2018 this was announced in the media by Deputy Minister of Economic Development, Mr. Savva Shipov. It can touch those inspection organizations that will not implement a risk-oriented approach from the next year.
The supervisory holidays were introduced by the Russian Government since January 1, 2016 for a period of three years. They apply only to small business and apply only in respect of routine checks.
Now the risk-oriented approach is applied in three types of supervisory activities: fire, sanitary-epidemiological and supervision in the field of communications. From 2018 the list includes 33 new kinds of control and supervision, including the types of state control (supervision), carried out by executive bodies of executive bodies of state power of the constituent entities of the Russian Federation (own authorities):
License control over business activities on the management of multi - apartment buildings; state control (supervision) in the area of shared construction of multi - apartment houses and (or) other real estate objects.
When applying a risk-oriented approach, all supervised objects are divided into six categories of hazard. The objects of the first three risk classes will be subject to regular scheduled inspections. On the enterprises of medium sized and moderate risk the planned inspections cannot be carried out more frequently than once during a particular period, envisaged by a specific type of state control. And the objects of the sixth class of hazard will be exempt from inspections at all.
For this the industry federal ministries has to develop criteria of risk categories until May 15. If some offices will fail to develop risk criteria and from 2018 to implement a risk-based approach to inspections, the supervisory holidays may be extended from 2019.
