Professional development in the sphere of purchases there have to pass not less than a half of members of the commission

The Ministry of Economic Development of the Russian Federation in the letter No. D28i-1910 of 08.07.2015 gave explanations on formation of structure of the commission on implementation of purchases.

According to part 5 of article 39 of the Federal law of April 5, 2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" the customer includes in structure of the commission on implementation of purchases mainly the persons which passed professional retraining or professional development in the sphere of purchases, and also the persons having the special knowledge relating to object of purchase.

Thus, not less than 50 percent of structure of the commission have to pass professional retraining or professional development in the sphere of purchases or to have the special knowledge relating to object of purchase.
