The government of Russia approved the plan of measures on reduction of administrative procedures in the sphere of housing construction

By the order of the Government of Russia of August 13, 2015No. 1554-r the plan of measures on preparation of drafts of federal laws, acts of the Government of the Russian Federation and the departmental acts necessary for cancellation of the superfluous and (or) duplicating procedures, and also improvement of realization of the procedures included in the exhaustive list of procedures in the sphere of housing construction approved by the resolution of the government of the Russian Federation of April 30, 2014 No. 403 "About the exhaustive list of procedures in the sphere of housing construction" is approved.

The plan of measures provides development of a number of drafts of federal laws by which changes will be made to the Town-planning code, the Air code, the Federal law "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation", the Federal law "About participation in share construction of apartment houses and other real estate objects and about modification of some acts of the Russian Federation" and other acts., and also drafts of the government resolutions providing modification of 12 regulations regulating rules of carrying out administrative procedures.

As a result of implementation of the plan of measures the list of necessary procedures   will be considerable reduced - 14 procedures will be excluded from the list, 33 procedures will be replaced with seven procedures (by association), the order and terms of carrying out four procedures will be optimized.

The made decision is directed on optimization of procedures in the sphere of housing construction, its acceptance will allow to reduce administrative barriers in town planning, and also to reduce terms of carrying out separate procedures.

We remind that efficiency of procedures for issue of construction licenses is one of key indicators of the National rating of a condition of investment climate of regions of Russia reflecting a condition of the regulatory environment in the questions, most actual for business, on an equal basis with questions of registration of the enterprise, registration of the property rights, obtaining licenses and connection to power supply networks. 

Main objective of the National rating formed by Agency of strategic initiatives together with the leading associations of businessmen is to estimate key factors of creation of favorable investment climate in regions – efficiency of efforts of the regional authorities.

In 2015 in the National rating of a condition of investment climate of regions of Russia the Republic of Tatarstan took 1 place among territorial subjects of the Russian Federation, having received in the "regulatory environment" direction the highest assessment.
