The Republic of Tatarstan took the second place in a rating of innovative development of regions of Russia

Such results are received following the results of the research conducted by NRU HSE and to the made rating of innovative development of regions of Russia. The rating is made on 37 indicators, the characterizing four thematic blocks: social and economic conditions, scientific and technical potential, quality of innovative policy and actually innovative activity.
This year, as well as in the previous year, Moscow became the leader of a rating. In group of leading regions besides Moscow are Tatarstan, the Kaluga region and St. Petersburg. Experts emphasize: against a weak tendency to alignment of level of innovative development of regions obvious isolation of leaders is noted. The others, including those who was in the first group a year ago, considerably lagged behind.
Hit in a top of a rating of Moscow and St. Petersburg is clear, it doesn't surprise existence in it and Tatarstan, the expert of S&P Karen Vartapetov speaks: "In Tatarstan more than 10 years there are free economic zones, programs of support of small business, and the region is characterized by high quality of innovative policy".
High positions on quality of innovative policy are taken by regions (Tatarstan, the Kaluga region, Moscow and the Novosibirsk region) where improvement of standard and legal regulation of innovative activity, increase in the budgetary expenses, including abilities of the regional authorities to beat out subsidies from the federal budget is observed.
As part of the program, the Minister visited the Arsky Industrial Park, where he got acquainted with the current activities and long-term plans of the residents. During the inspection of the production facilities, Midkhat Shagiakhmetov held a substantive discussion with the heads of enterprises on capacity expansion and improving the efficiency of using the existing infrastructure.
Applications for the Start-Digital Technologies-1 competition (turn 2) are being accepted on the website of the Innovation Promotion Foundation until February 24. Individuals and legal entities, small business entities, can participate in it.
Rustem Mukhamedshin, Director of the Guarantee Fund of the Republic of Tatarstan, took part in a large–scale event - the strategic session of the Association of Small and Medium-sized Businesses of the Republic of Tatarstan, which took place on January 30, 2026 in Kazan at the Entrepreneur's House.
