Rustam Minnikhanov took part in a meeting of the Central Bank of the Russian Federation in Moscow

Today, the Rais of Tatarstan, Rustam Minnikhanov, took part in a meeting of the Central Bank of the Russian Federation in Moscow.

The meeting was chaired by Elvira Nabiullina, Chairperson of the Central Bank of the Russian Federation.

On the agenda was the implementation of the experiment on partnership financing.

It should be recalled that the experiment has been in effect since 1 September 2023 in Tatarstan, as well as in Bashkortostan, Dagestan and Chechnya. Partnership financing does not involve the investor receiving income in the form of interest on funds provided to clients. This way, the principle of partnership is implemented — the distribution of both profits and risks between clients and investors.

Elvira Nabiullina, Chairperson of the Central Bank of the Russian Federation, delivered a welcoming address to the participants of the event.

In turn, the Rais of Tatarstan thanked Elvira Nabiullina for the continued support of the republic’s initiatives and for the joint work to develop partnership financing.

It was noted that, according to the results of the first half of 2026, Tatarstan continues to see steady growth in the volume and number of transactions. Recently, the republic has implemented a number of projects in this area that are of federal significance. For example, Tatarstan carried out the country’s first pilot transaction for the issuance of partnership bonds.

During the meeting, a number of proposals were put forward to develop partnership financing, including in the areas of standardising activities and creating conditions to expand international cooperation and attract investment.
