Effective public administration: municipalities of the republic have completed an express course on regulatory impact assessment

On July 16, 2026, the Ministry of Economy of the Republic of Tatarstan held an intensive training seminar in video conferencing mode on the topic: "Assessment of the regulatory impact of draft regulatory legal acts at the municipal level: methodology, application practice and typical errors of local governments." The event was organized to improve the quality of regulatory impact assessment (RIA) procedures and on-site expertise. 

The event brought together representatives of municipal districts and urban districts, for which the conduct of RIA and expertise is mandatory in accordance with the Law of the Republic of Tatarstan "On Local Self-Government in the Republic of Tatarstan." 

During the seminar, Elena Filippova, Head of the Regulatory Impact Assessment and Competition Development Department, spoke in detail about the subject area, the RIA algorithm and expertise, and also introduced the participants to best practice examples. Particular attention was paid to the need for a monetary assessment of the benefits and costs of business entities. 

Such events make it possible to build a single standard of normative activity, eliminate a formal approach and minimize excessive administrative barriers for businesses and citizens.
