Deputy Minister of Economy Dinar Shakirov spoke about the economic effect of support measures and tax preferences for residents of investment infrastructure facilities at an off-site meeting of the Committee of the State Council of the Republic of Tatarstan on Budget, Taxes and Finance.
Investment platforms aimed at creating conditions for accelerated development of individual territories and preferential business conditions are successfully operating in the Republic of Tatarstan. These are the special economic zone of the industrial and production type "Alabuga" and the special economic zone of the technical and innovation type "Innopolis". As of the beginning of the year, 218 residents are operating in these SEZs, which have invested over 480 billion rubles, creating more than 33 thousand jobs.
Special economic zones are subject to a set of tax benefits - exemption from corporate property tax, transport tax, land tax, as well as the application of reduced corporate income tax rates both to the budget of the republic and to the federal treasury. The Alabuga SEZ has a free customs zone regime.
There are 5 territories of advanced development (TAD) in Tatarstan. TAD residents are also subject to preferences, including tax ones. The republic's TAD is another effective investment incentive tool. Today, 145 residents have been registered in the territories of advanced development of the republic, which have invested more than 84 billion rubles, and created more than 27 thousand jobs.
The speaker said that for the development of innovative infrastructure, tax incentives apply to the properties of technoparks (industrial parks), innovation and technology centers created in accordance with Government decisions of the The Russian Federation or the Republic of Tatarstan for the implementation of advanced projects. The preference allows residents to be provided with premises at a reduced rental rate, and the released funds are used to maintain and develop the infrastructure of the sites, ensuring their uninterrupted and efficient functioning, which is a key condition for the successful work of residents.
In his report, the speaker also focused on the results of the concept of increasing the efficiency of industrial parks in municipalities for the integrated development of territories, which was agreed upon by the Head of the Republic of Tatarstan, Rustam Minnikhanov in 2021. According to the concept, tax rates for industrial parks have been reduced, and exemption from payment of transport tax and corporate property tax is provided. In addition, residents and management companies of parks that have signed an agreement with the Ministry of Economy of Tatarstan can count on a range of support measures, including the provision of preferential microloans, subsidizing part of the cost of electricity and other support programs.
Since the beginning of the concept's implementation, the number of employees at resident enterprises has increased by more than 2.8 thousand people, and the amount of private investment in 2024 alone amounted to about 2 billion rubles.
In addition, the Government of the Russian Federation adopted Resolution No. 949 dated June 25, 2025 on the establishment of a special economic zone (SEZ) of the Green Valley industrial type in the Republic of Tatarstan.
The new SEZ will be located on the territory of the Zainsky municipal district of the republic. Within the framework of the special economic zone, six investment projects will be implemented here aimed at developing production facilities in the field of biotechnology. We are talking about enterprises for processing bast crops, as well as the production of flax fiber, sorbents, biofertilizers and chelates of biogenic materials.
Investments in these projects will amount to more than 15 billion rubles. The number of new jobs will exceed 440.
