According to the monitoring data of the SME Corporation, the largest customers in the first quarter of 2023 increased purchases from small and medium-sized businesses, increasing their volume by almost 40% compared to the same period in 2022. In the first three months of this year, the volume of purchases under 223-FZ from SME suppliers reached 1.255 trillion rubles. In the Republic of Tatarstan, the increase amounted to 5.98 billion rubles.
"To support small and medium-sized businesses in the field of procurement, a set of state support measures is in effect: from 2022, the mandatory quota of purchases from SMEs has been increased from 20 to 25%, and under the special procedure of "special trades", when only SMEs are participants in procurement, from 18 to 20%, the obligation to fulfill this quota is extended to all customers under 223-FZ. And today we see the results: not only the volume of purchases from SMEs has increased, but also the number of contracts concluded – in the 1st quarter the indicator increased by 52%, this is more than 162 thousand contracts," said Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova.
The leaders in terms of purchases were FGC – Rosseti, Sakhaenergo, Russian Railways, JSC RZDstroy. The largest increase in the volume of purchases in the first quarter of 2023 compared to the same period in 2022 was achieved by small and medium-sized businesses from St. Petersburg (+17.37 billion rubles), the Astrakhan Region (+12.85 billion rubles), the Republic of Tatarstan (+5.98 billion rubles), the Murmansk Region and the Krasnoyarsk Territory (+4.77 and 4.27 billion rubles, respectively). The Orenburg Region (+3.51 billion rubles), the Altai Territory (+3.23 billion rubles), the Irkutsk Region (+3.19 billion rubles), the Sakhalin Region (+2.89 billion rubles), the Republic of Crimea (+2.57 billion rubles) also entered the top 10 in terms of growth.
"Despite the sanctions restrictions and the consequences associated with them in the economy, including the disruption of production chains, supply delays, price fluctuations, customers do not reduce the volume of purchases from small and medium-sized enterprises. Such a responsible attitude allows us to increase the volume of purchases even in the current conditions, helping them to work and develop," said Alexander Isaevich, CEO of the SME Corporation.
In the first quarter of 2023, there was a sharp increase in demand for purchases of a number of items compared to the same period in 2022. Thus, the volume of contracts for veterinary services showed an increase of 13 times, for services for reclamation and waste disposal – more than 6 times, for services of public organizations – almost 5.5 times.
Let us recall that increasing purchases of the largest state-owned companies from SMEs is one of the tasks of the national project "Small and Medium-sized Entrepreneurship", which was initiated by the President and oversees the First Deputy Chairman of the Government of the Russian Federation Andrey Belousov.
