First Deputy Chairman of the Government of the Russian Federation Andrey Belousov held a meeting with representatives of Russian regions and federal agencies on the support of small and medium-sized businesses and the implementation of an experiment on the introduction of a special regime of the automated simplified taxation system, which is being held in four regions: Moscow, Moscow and Kaluga regions, as well as the Republic of Tatarstan (AvtoUSN project).
"The experiment was launched on behalf of the Prime Minister Mikhail Mishustin at the numerous requests of small entrepreneurs and business associations," noted Andrey Belousov. He recalled that the transition from the status of self-employed to the status of an individual entrepreneur, especially when employees appear, leads to a sharp increase in reporting. The use of a special mode allows you to remove this barrier.
The First Deputy Prime Minister confirmed that the current results of the experiment are evaluated as positive, and invited other regions to join the project. "A special regime can be justified only if it will have an effect in terms of "whitewashing" and an increase in the number of newly formed SMEs," explained Andrey Belousov.
As Dmitry Satin, Deputy Head of the Federal Tax Service of Russia, explained, the AvtoUSN project is aimed at reducing the costs of payers: reporting is almost completely canceled, and taxes are calculated automatically. Since July 1, 2022, the use of the AvtoUSN regime has been available to newly registered organizations and individual entrepreneurs, since January 1 of this year, other taxpayers registered in the territories of the experiment and meeting the necessary criteria can apply AvtoUSN. In particular, organizations and sole proprietors with up to 5 employees and an annual income of no more than 60 million rubles per year can use a special mode. 9 major Russian banks have already joined the project.
"In the future, based on the results of the experiment, a decision will be made on its possible extension and spread of the special tax regime to other regions. We recommend that you familiarize yourself with the experience that has been accumulated in four regions. If it turns out to be promising, we can get involved in the elaboration of proposals for the further spread of AvtoUSN," confirmed Dmitry Satin.
"Tatarstan is actively involved in the implementation of experimental tax regimes. So, since July 1, 2022, the republic has been designated as a pilot region for the establishment of an automated simplified taxation system. In order to inform entrepreneurs about the advantages of the tax system in Tatarstan, active work is being carried out to popularize the tax regime. As a result, an individual entrepreneur from our republic became the first taxpayer in the country who switched to the use of the AUSN. Today, more than 1.5 thousand Tatarstan entrepreneurs apply this tax regime," said the Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov.
The meeting participants also discussed the process of joining enterprises to the Declaration on the Interaction of Large Business with Small and Medium-sized Businesses. This document defines the principles of cooperation in those areas in which large companies can support SMEs.
