The Ministry of Economy of Tatarstan conducted a preventive visit to a Kazan enterprise

The Ministry of Economy of the Republic of Tatarstan inspects scrap processing enterprises according to annual plans. Now, due to the moratorium, inspections have been canceled and preventive visits are being carried out. One of such professional visits took place today with the participation of journalists. The purpose of such events is to familiarize entrepreneurs with the main legislative requirements and provide recommendations to businesses to correct violations.

The Licensing Inspector of the Ministry of Economy of the Republic of Tatarstan made a preventive visit to an enterprise for the procurement and processing of scrap metals LLC Intermettrade. The purpose of the visit is to show the entrepreneur the basic requirements and point out possible violations. A distinctive feature of a preventive visit from scheduled inspections is that the regulatory body does not have the right to issue a fine or punish the entrepreneur. The explanations are advisory in nature.

During the event, the inspector explained to the representative of the legal entity the main requirements of the law on licensing hotel activities, inspected the equipment, and saw the work of the enterprise.

“We urge entrepreneurs who have a license not to be afraid of this event, since no penalties and instructions are issued based on the results of a preventive visit,” said Lenar Safin, Leading Adviser of the Licensing Department of the Ministry of Economy of the Republic of Tatarstan.

As a reminder, in March, the Government of the Russian Federation imposed a moratorium on scheduled inspections as a support for business. According to the Deputy Minister of Economy of the Republic of Tatarstan Natalya Kondratova, thanks to the moratorium, the number of inspections carried out by the republican control bodies has decreased by 12 times, if on December 1, 2021 there were 1887 of them, then for the same period in 2022 there were only 156. Scheduled inspections are replaced in most preventive visits. In 2022, about 800 professional visits have already been carried out.

“Enterprises for which a preventive visit is planned are given the right to refuse to conduct it. Nevertheless, we do not recommend doing this in order to get the maximum benefit from the professional visit to obtain information about legal requirements and avoid any violations in the future, protecting yourself from administrative sanctions. Proficiency is a profitable investment in the competence of employees. I suggest that entrepreneurs actively use advisory and methodological assistance from control bodies,” said Natalya Kondratova.

In 2023, the moratorium will be extended, scheduled inspections will be carried out only in relation to enterprises of extremely high and high risk. Recall that the procurement, processing and storage of ferrous and non-ferrous metals does not apply to those, therefore, preventive visits are carried out in relation to enterprises in this area.

Representatives of the enterprise positively assessed the preventive visit conducted by representatives of the Ministry of Economy of the Republic of Tatarstan.

“They help us to a greater extent, because at some points we could not keep track of the work, and this is not punished by the state, but it is suggested how to behave correctly in order to still adhere to the rules and not violate,” he said. to journalists, Igor Balashev, General Director of Intermettrade LLC.

The Ministry of Economy of the Republic of Tatarstan is authorized to license the procurement, storage, processing and sale of ferrous and non-ferrous scrap and control in this area. Therefore, a preventive visit to the Intermettrade enterprise was carried out by employees of the Ministry.
