Management companies of special economic zones granted property tax benefits
In the first reading and as a whole, a draft law on amending articles 3 and 5 of the republican law on corporate property tax was adopted today at a meeting of the State Council. We are talking about the property of the management companies of industrial (industrial) parks created on the territory of special economic zones.
At present, according to the Tax Code of the Russian Federation, the management companies of special economic zones were exempted from taxation for a period of 10 years. Benefits were provided for ten years from the month following the month of registration of the specified property, and now their validity, including at the SEZ "Alabuga", expires.
Since the federal legislator does not provide for the prolongation of these benefits, the developed republican bill proposes to provide a property tax exemption for such management companies.
A preferential tax regime will be established for:
1) management companies of industrial (industrial) parks established in the territories of special economic zones of industrial production type, registered in accordance with the legislation of the Russian Federation in the Republic of Tatarstan, in the form of tax exemption for 2023-2025 and payment of tax in the amount of 50% of the calculated amounts for 2026-2028 in respect of property created for the purpose of functioning of the industrial (industrial) park and put into operation from January 1, 2023;
2) management companies of special economic zones of the industrial-production type of tax relief in the form of paying a tax in the amount of 50% of the calculated amount for 2023-2025 in relation to property created in order to implement agreements on the creation of special economic zones, accounted for on the balance sheet of the management company as objects of fixed assets, after ten years from the month following the month of registration of the said property.
At the same time, separate accounting of property subject to preferential taxation is mandatory.
As Deputy Dmitry Samarenkin noted when presenting the bill, today the special economic zones are one of the most ambitious projects to attract direct investment in priority types of economic activity. “Investments, in turn, contribute to the development of the economy, technological progress and innovation, advanced training of personnel, exchange of information and other factors that improve the socio-economic life of the republic and the state as a whole,” the deputy emphasized.
According to Dmitry Samarenkin, there are positive opinions of the President of the Republic, the Legal Department of the State Council, the Prosecutor's Office, the Accounts and the Public Chambers on the draft law.
The draft law adopted today will soon be sent for signing to the President of the Republic of Tatarstan.
