The Russian government proposed to mitigate the responsibility of business for administrative offenses

The Russian government has submitted to the State Duma of Russia a draft law on softening the rules for bringing administrative responsibility to all categories of persons, including the possibility of imposing a minimum fine when compensating for damage caused and replacing a fine with a warning for an offense detected for the first time during an inspection.

The document proposes to consolidate a number of provisions in the Code of Administrative Offenses:

- allow to pay an administrative fine for violation of the checks revealed during the implementation of checks in half the amount within 20 days from the date of the decision on the case;

- establish administrative responsibility for obstructing the activities of the regional business ombudsman;

- provide for the possibility of the participation of regional business ombudsmen to take part in the proceedings on an administrative offense in the field of entrepreneurial activity as a defense counsel.

The implementation of the bill will significantly reduce the administrative burden on businesses and allow companies to adapt to new working conditions.
