The Russian government approved the concept of transition to the provision of public services in 24/7 mode

18 April 2022, Monday

By Decree No. 837-r dated April 11, 2022, the Government of the Russian Federation approved the concept of transition to the provision of the absolute majority of state and municipal services 24 hours a day, 7 days a week without the need for the personal presence of citizens. The concept was developed as part of the instruction of the President of the Russian Federation on the implementation of the message to the Federal Assembly, held in April 2021. The work should be completed by the end of 2023.

According to the concept, the list of services provided 24 hours a day, 7 days a week without the need for the personal presence of a citizen will be formed in the II quarter of 2022. In the same period, it is planned to approve a plan for optimizing state and municipal services. In pilot mode, it will be held in the regions on the basis of specially created centers in the third quarter of 2022. In the course of this work, the internal processes of state departments in the provision of state and municipal services will be formalized and digitized. Later, the practice will be scaled to the whole country.

The practice of providing public services to citizens in electronic format 24/7, in some cases proactively and based on specific life situations, has proven itself well during the coronavirus. A full-scale solution of this problem will bring the process to a qualitatively new level. Citizens will be able to receive public services easier and faster, and government departments will be able to reduce unnecessary costs.

In 2021, 111 state and municipal services were transferred to electronic form in the Republic of Tatarstan.

In the first quarter of 2022, 44 republican services were transferred to electronic format.
