Rustam Minnikhanov: One of the main tasks for today is the preservation of production and jobs

The main task of the authorities at all levels at the current stage is to solve problems of a socio-economic nature in the context of sanctions. This was stated today by the President of Tatarstan Rustam Minnikhanov at a traditional meeting in the House of the Government of the Republic of Tatarstan.

Rustam Minnikhanov noted that a number of measures are being taken at the federal and republican levels to support sectors of the economy and SMEs, form new logistics and production chains, and expand import substitution.

The President of the Republic of Tatarstan named the preservation of production and jobs as one of the main tasks. It is also necessary to ensure food security, to prevent a shortage of medicines, medical devices, and non-food essentials. It is necessary to support citizens, including families with children, as well as other vulnerable categories. Rustam Minnikhanov instructed to pay special attention to curbing unreasonable price increases.

Deputy Prime Minister - Minister of Economy of Tatarstan Midkhat Shagiakhmetov reported on measures to ensure sustainable development of the republican economy. He said that the monitoring of the availability of essential goods is carried out on a daily basis. Deliveries of goods to stores and distribution centers are on a regular basis. Inventories at distribution centers are sufficient to meet demand and range from one to two months.

To ensure the uninterrupted operation of bakery enterprises and the needs of the social sphere, a reserve fund for sugar and flour has been created in the republic. Trade facilities are operating normally and are provided with essential goods. In order to avoid speculation, a number of retail chains introduced restrictions on the purchase of certain goods in "one hand".

Addressing the leadership of the districts and sectoral ministries, Midkhat Shagiakhmetov called for a prompt response to rising prices and the availability of commodity stocks. If necessary, contact the relevant authorities - OFAS in the Republic of Tatarstan.

According to the minister, one of the priority tasks for today is a stable situation in the labor market. As of March 11 this year, the number of registered unemployed is 10 thousand 114 people. In connection with restrictive measures, there is a threat of tension in the labor market, taking into account the release of employees of enterprises whose production uses foreign components. Terminate and suspend their activities a number of international retail chains. “The Ministry of Labor, Employment and Social Protection of the Republic needs to work with the federal ministry to allocate funds for the implementation of additional measures aimed at reducing tension in the labor market, ahead of training. Two relevant draft resolutions of the Government of the Russian Federation have already been developed,” said Midkhat Shagiakhmetov.

Of critical importance is the import substitution of components previously imported from sanctioned countries. Work here must be carried out simultaneously in a number of areas. This is the organization of deliveries from other countries and interregional cooperation. The most important direction is the organization of production on the territory of the republic. The government of the country provides additional funds for the Industrial Development Fund. Concessional loans will also be used to bring already developed products into a series.

For systemically important organizations included in the list of the Russian Federation, such support measures as state guarantees necessary for restructuring loans or obtaining new ones, as well as subsidies for cost recovery, have been resumed. From the republic, 31 organizations are included in the federal list of backbone enterprises. Taking into account organizations included in groups of companies and holding structures, as well as branches - 137 organizations.

In addition to the federal one, the republic has approved a republican list of backbone organizations, which includes 309 enterprises. “Sectoral ministries and municipalities need to work out further action plans with each enterprise depending on possible risks,” the minister said.

In order to prevent disruption of the sowing campaign, the Government of the Russian Federation adopted a number of decisions to support farmers. In particular, this is a deferral of payments on preferential loans. In addition, an additional 30 billion rubles were allocated to support the program of preferential lending to agricultural producers, 12 billion rubles to support the program of preferential leasing of agricultural machinery, and 2.5 billion rubles to support Russian bakers.

A set of measures at the federal level has been adopted to help the IT industry. It, in particular, includes the exemption of all core companies from paying income tax and inspections by regulatory authorities. Only accredited IT companies can count on support. There are 243 such organizations out of 3,000 in the republic. To increase the coverage of support measures, the Ministry of Digital Development needs to inform all IT organizations how to get accreditation in the Ministry of Digital Development of the Russian Federation.

The tourism industry will also receive preferences. It is planned to cancel the value added tax for those market participants who build, lease and manage tourist facilities.

The most important task for increasing the stability of the economy is the adaptation of small and medium-sized businesses to new conditions, maintaining the number of people employed in small businesses and self-employed citizens. As part of the federal anti-crisis support package, a number of regulatory documents to support entrepreneurship have been adopted this week. Thus, for SMEs from the affected industries, which include 70 types of activities, credit holidays will be provided for up to 6 months. This applies to contracts concluded before March 1, 2022. From March 10 until the end of 2022, there is a moratorium on scheduled business inspections by control and supervisory authorities.

For small and medium-sized businesses, the SME Corporation, together with the Central Bank of Russia, will launch preferential lending programs. At the same time, as part of the anti-crisis package at the republican level, taking into account the needs of business, a list of support measures has also been prepared. This is the provision of a deferral for the payment of the principal debt under microloan agreements for up to 18 months, subsidies to self-employed citizens for the purchase of equipment, support for export-oriented entrepreneurs in finding new markets, as well as further development of the infrastructure of industrial parks.
