Support for social enterprises in the employment of prisoners will be discussed at the Entrepreneur's House

On February 10, a round table will be held at the House of Entrepreneurs with the participation of the Ministry of Economy of the Republic of Tatarstan, representatives of the Federal Penitentiary Service and regional entrepreneurs, where they will discuss the prospects for providing employment to prisoners and state support for their employers.

On July 26, 2019, additions were made to the Federal Law of July 24, 2007 No. 209-FZ “On the Development of Small and Medium-Sized Businesses in the Russian Federation” in terms of fixing the concepts of “social entrepreneurship”, “social enterprise”. The List of social enterprises, among other things, includes SMEs that provide employment for persons sentenced to imprisonment.

In Tatarstan, the Ministry of Economy of the Republic of Tatarstan and the Fund for Entrepreneurship Support subordinate to the Ministry are working on recognizing SMEs as “social enterprises” and compiling the corresponding List. Thus, at the end of 2021, 117 SMEs were assigned the status of "social enterprise" in the region. Additional support is provided for such entrepreneurs: grants up to 500 thousand rubles, a microloan "Social Entrepreneur" up to 5 million rubles, leasing products and other financial and non-financial support.

The round table participants will discuss the mechanisms of interaction and criteria between the entrepreneur and the Federal Penitentiary Service, measures of state support for social enterprises available, including in the employment of prisoners, as well as issues of becoming a social entrepreneur.

The event will be organized by the Entrepreneurship Support Fund, subordinated to the Ministry of Economy of the Republic of Tatarstan. The event will be held within the framework of the regional project "Acceleration of small and medium-sized businesses" and will be aimed at developing social entrepreneurship among small and medium-sized businesses working with persons sentenced to imprisonment.
