The Ministry of Economy of the Republic of Tatarstan discussed the implementation of changes in the legislative regulation of control and supervisory activities in the implementation of municipal control

Within the framework of the meeting of the working group on the implementation of the republican plan, organized by the Ministry of Economy of the Republic of Tatarstan on August 19, 2021, issues of developing and approving Regulations on types of municipal control in accordance with the requirements of the new Federal Law "On State Control (Supervision) and Municipal Control in the Russian Federation" were discussed via videoconference.

The meeting was chaired by Deputy Prime Minister of the Republic of Tatarstan – Minister Midkhat Shagiakhmetov.

The event was attended by Deputy Ministers of Economy of the Republic of Tatarstan and representatives of municipalities.

Midhat Shagiakhmetov noted in his speech that the adoption of the Federal Law "On State Control (Supervision) and Municipal Control in the Russian Federation" served as a prerequisite for changing the legislative regulation in the field of control (supervisory) activities. In this regard, it became necessary to adopt regulatory legal acts at the regional and municipal level.   

Natalia Kondratova, Deputy Minister of Economy of the Republic of Tatarstan, explained in her report that in accordance with federal legislation, the key legal document at the municipal level should be the Regulation on the type of municipal control approved by the representative body of local self-government. Natalia Kondratova also noted that currently the requirements of the legislation have changed and the approved municipal regulatory legal acts, in particular the Provisions on the types of municipal control, should be evaluated at the project stage of the regulatory impact.

In order to organize the work of municipalities and provide them with support, the Ministry of Economy of the Republic of Tatarstan sent a checklist that contains issues that are subject to regulation by the provisions on types of control, in accordance with the new Federal Law on state Control.

We recall that in accordance with part 4 of Article 98 of Federal Law No. 248-FZ, the Provisions on types of municipal control are subject to approval before January 1, 2022. At the same time, if there is no Provision on the type of municipal control before October 1, 2021, the plan for conducting planned control (supervisory) measures for 2022 will not be approved.
