The preparation of draft regulatory legal acts for the implementation of federal laws regulating control and supervisory activities at the federal and regional levels was discussed on August 13, 2021 at the Ministry of Economy of the Republic of Tatarstan. The event was held via videoconference as part of a meeting organized by the Ministry of Economic Development of the Russian Federation on the implementation of measures necessary for the implementation of the Federal Law "On State Control (Supervision) and Municipal Control in the Russian Federation"on the territory of the Russian Federation.
The meeting was chaired by the State Secretary-Deputy Minister of Economic Development of the Russian FederationAlexey Khersontsev. On the part of the Republic of Tatarstan, the meeting was attended by the Deputy Minister of Economy of the Republic of Tatarstan – the executive secretary of the regional working groupNatalia Kondratova and representatives of the control (supervisory) bodies of the republic.
Alexey Khersontsev in a welcome speech announced the execution statistics of the items of the schedule of preparation of acts of the Government of the Russian Federation and Federal Executive bodies necessary for the implementation of the provisions of the Federal law "On state control (supervision) and municipal control in the Russian Federation", and also noted that prior to October 1, 2021, it is necessary to develop and adopt regulations on the types of regional state control (supervision) and municipal control and direct the projects in the annual plans of the scheduled control (Supervisory) activities for approval to the bodies of the Prosecutor's office. Director of the Department of State Policy in the Field of Licensing, Control and Supervisory Activities, Accreditation and Self-RegulationAlexander Vdovin in his report recalled the need for control (supervisory) bodies to enter information on the types of control (supervision) at the federal, regional and municipal levels, as well as their description in the Unified Register of Types of Control.
Deputy of the Department of State Policy in the Field of Licensing, Control and Supervisory Activities, Accreditation and Self-RegulationAlena Rudenko in her report explained about new approaches to the development and approval by control (supervisory) bodies of a program for preventing the risks of harm (damage) to legally protected values.
We remind that in June 2021, the "satellite bill" was adopted, providing for amendments to 108 sectoral laws, regarding the presentation of the subject of control and supervision at each of its levels (federal, regional and municipal). For some types of control and supervision, specific features were established, for example, preventive and control (supervisory) measures.
