The Ministry of Economy of the Republic of Tatarstan will support residents of industrial parks with a load below 70%
Deputy Prime Minister of the Republic of Tatarstan-Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov at a briefing in the Cabinet of Ministers of the Republic of Tatarstan spoke about the new republican support measures in 2021. So, since June, a set of measures aimed at the development of industrial parks with a load below 70% will start. The package measures were developed by the Ministry of Economy of the Republic of Tatarstan in order to improve the efficiency of infrastructure sites.
The creation of industrial parks is an effective mechanism for the development of industrial, including high-tech, businesses, as well as for the formation and modernization of jobs. For their comprehensive development, the Ministry of Economy has developed and coordinated with President of Tatarstan R. N. Minnikhanov a new concept. According to the concept, residents of industrial parks can count on a package of support measures, including: subsidizing the interest rate on loans, providing a "Construction" loan for the development of the infrastructure of the industrial park up to 30 million rubles at 5% for a period of up to 5 years, preferential microloans; subsidizing part of the cost of electricity. According to the Minister, the support program will start in June.
As part of the implementation of the concept, a number of legislative initiatives were previously adopted that allow small and medium-sized businesses to take advantage of the following tax benefits: reduction of tax rates under the simplified taxation system, exemption from payment of transport tax, as well as exemption from payment of corporate property tax.
In order to take advantage of these benefits, the entrepreneur is to conclude an agreement on the implementation of activities on the territory of the industrial (production) park with the Ministry of Economy of the Republic of Tatarstan. At the same time, the industrial park should be located in one of the municipal districts of the republic, with the exception of Kazan and Naberezhnye Chelny. The selection criterion is the low occupancy rate of the industrial park, the resident has to pay taxes to the budget of Tatarstan and be an SME entity at the date of application submission, and the park itself is to have the appropriate accreditation of the Ministry of Economy of the Republic of Tatarstan (in accordance with the Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated 27.08.2014 No. 616 "On Accreditation of infrastructure entities for property support of small and medium-sized businesses of the Republic of Tatarstan").
"Our benefits are declarative in nature, they will begin to operate after the entrepreneur enters into an agreement with the Ministry of Economy of the Republic of Tatarstan. Our task is to create comfortable conditions for carrying out activities in the territories of industrial parks and to help entrepreneurs reach a new level of their development, providing competitive advantages in the most remote areas of the republic," said Midkhat Shagiakhmetov.
Currently, there are 105 industrial parks in Tatarstan (84 industrial sites and 21 industrial parks), 1526 resident companies operate on their territory, and they have created more than 34.5 thousand jobs. Industrial parks make a significant contribution to the development of the economy of the municipalities of the republic and allow creating additional jobs.
