The implementation of the roadmap for the development of competition in Tatarstan was discussed in the Ministry of Economy of the Republic of Tatarstan

The development of competition was discussed during the weekly meeting of the working group on the implementation of the Action Plan to Ensure the Sustainable Development of the Economy of the Republic of Tatarstan.

In addition, before proceeding to the agenda, it was noted that the government Commission for Economic Development and Integration decided on May 25 to adjust the rates of export duties on scrap and ferrous metal waste.

The measure is caused by the growth of world prices for this product and is taken to maintain its sufficient volume in the domestic market.

At the same time, the percentage component of the levy will remain unchanged – 5% of the customs value. In order to improve the efficiency of customs administration and prevent undervaluation of the customs value during export, the minimum amount of levy will be changed from 45 to 70 euros per ton. Thus, the rates of export customs duties on waste and scrap of ferrous metals will be 5%, but not less than 70 euros per 1 ton.

The relevant draft Government resolution will be prepared by the Ministry of Economic Development. In addition, the Ministry of Economic Development and the Ministry of Industry and Trade of Russia will monitor the scrap market so that the measure does not become prohibitive.

The main issue on the agenda of the meeting of the working group was the development of competition in the republic, which, of course, is one of the priority tasks for today.

In turn, the Ministry of Economy of the Republic of Tatarstan is the authorized body for promoting the development of competition in the Republic. Thus, as part of the activities in this direction, the Decree of the President of the Republic of Tatarstan dated 30.12.2020 No. 397 approved the Roadmap for Promoting the Development of Competition, which approved 41 markets for goods and services, each of which identified key indicators, measures to achieve them, as well as systemic measures aimed at developing the competitive environment. 

The main goal of the Roadmap is to develop a competitive environment, increase the share of private-owned organizations or their number.

Every year, based on the results of the activities of the Ministry of Economy of the Republic of Tatarstan, it generates a report, which, among other things, includes data on achieving the targets of the Roadmap. According to the results of the annual report of the subjects, a rating of the regions is formed according to the level of promotion of competition.

Thus, according to the results of the rating in 2020, Tatarstan took the 2nd place. Based on that, the President of the Republic of Tatarstan R. Minnikhanov gave the task to become an absolute leader. At the meeting, it was noted that in order to achieve this goal, first of all, it is necessary to implement the best regional practices recommended by the Ministry of Economic Development of the Russian Federation in this area and include additional markets in the Roadmap in order to develop competition in them.
