The Ministry of Economic Development of the Russian Federation will improve the criteria of selecting regional investment projects for infrastructure support

The Minister of Economic Development of Russia Maxim Reshetnikov and President of the Republic of Tatarstan Rustam Minnikhanov held a working meeting, during which they discussed issues of socio-economic development of the region. The main topics for discussion were the development of investment activities in the region within the framework of the special economic zones "Alabuga" and "Innopolis", as well as infrastructure support for investment projects. During the meeting, the parties also discussed issues of support for the development of agglomerations and single-industry towns, and issues of territorial planning.

Rustam Minnikhanov noted the importance of federal support tools for stimulating investment activity in the region, in particular, the mechanism for subsidizing the costs of creating and modernizing the infrastructure of special economic zones, industrial parks and technoparks (Russian Government Resolution No. 1119), as well as the possibility of infrastructure support for new investment projects at the expense of released funds after the restructuring of budget loans (Russian Government Resolution No. 1704).

The amount of funds released due to the restructuring of budget loans of the Republic of Tatarstan in 2021-2024 will amount to about 16.7 billion rubles, these funds can be used by the region for the construction of infrastructure necessary for the implementation of investment projects. "The Ministry of Economic Development of Russia will consider the possibility of making changes to the criteria for selecting investment projects to support the implementation of new projects by existing enterprises, as well as to include projects for the secondary processing of petroleum products," Maxim Reshetnikov said.

At the moment, the Government of the Republic of Tatarstan has announced 16 investment projects, including 5 projects on the territory of the OEZ "Innopolis" and 1 new project in the OEZ "Alabuga", which are planned to be considered at the next meeting of the headquarters of the Government Commission for Regional Development. Within the framework of the infrastructure support mechanism, it is planned to build a blood plasma fractionation plant, several plants for the production of polymer pipes, construction and development of production, warehouse and logistics complexes, and other projects in the region.
