The list of state control types for the “regulatory guillotine” was approved

By order of the Government of the Russian Federation on December 15, 2020, a list of 132 types of state control was approved, which ensures the recognition as invalid, not valid on the territory of the Russian Federation and cancellation of regulatory legal acts of the Government of the Russian Federation, federal executive bodies, legal acts of executive and administrative bodies of state power of RSFSR and USSR, containing mandatory requirements, compliance with which is assessed in implementation of state control (supervision).

In general, this list contains the types of state control carried out also by the Republic of Tatarstan and affecting a wide range of supervised subjects: forest supervision, fire supervision, control over the circulation of medical products, supervision in the field of waste management, transport supervision, control over compliance with the rules for handling scrap and waste of non-ferrous metals and their alienation and others.

Earlier, Russian Prime Minister Mikhail Mishustin said that the Cabinet of Ministers of the Russian Federation is creating a new mechanism of control and supervision, which will be introduced into all industry regulation and will affect more than 100 types of control at different levels. In early November, the Russian government agreed to amendments to more than 100 sectoral laws concerning types of control at the federal, regional and municipal levels.

The Law “On State Control (Supervision) and Municipal Control in the Russian Federation”, which is also called the Control and Supervisory Code, establishes the system and procedure for conducting control (supervisory) measures, establishes guarantees for the rights of controlled persons, and also introduces new institutions and tools to reduce the administrative burden on business entities. It is being implemented within the framework of the “regulatory guillotine” mechanism - the reform of control and supervisory activities in the Russian Federation.
