Nine best practices for development of Tatarstan are included in the Smartek catalog of smart solutions

On December 15, 2019, the Agency for Strategic Initiatives of Russia launched in a test mode the Smarteka platform for exchange of sustainable development practices. The project is aimed at improving the living conditions of the population and accumulates effective managerial, social and economic practices from leading regions on one platform, which can be replicated to other constituent entities of the federation.

At Smartek the Republic of Tatarstan today presented nine practices in the categories of “Standard of living and demography”, “Effective management”, “Development of SMEs and exports”, “Education”, “Development of rural territories”, “Health and lifestyle”, “Housing and urban environment”. The projects are aimed at adapting older people to modern living conditions, increasing the availability of government support measures for small and medium-sized businesses, creating new online channels for marketing their own products of rural farms and private households, organizing mobile outpatient access points for residents of remote areas and supporting people with disabilities through specialized resource centers.

The block of practices aimed at developing entrepreneurial activity in Tatarstan and creating favorable conditions for scaling up a business includes three projects developed with the assistance of the Ministry of Economy of the Republic of Tatarstan.

This is, in particular, a service for entrepreneurs that helps to reduce administrative pressure - “Proverennyi Biznes (Verified Business)”. The tool for promptly informing business about the requirements of supervisory legislation in force in Russia, as well as improving the legal literacy of entrepreneurs, was launched in January 2018. Today it is represented by an expert office with a call center, as well as several digital platforms - the site provbiz.ru, the mobile applications Provbis and Self-Employment. During the year, 4,500 entrepreneurs and 2,000 individuals from Tatarstan and other regions of the country received expert office consultations. More than 550 memos are available on the resources with a description of typical violations and ways to avoid them, question and answers, document templates for self-employed, a tool for discussing legal acts, and much more.

Another project is designed to make the lending system for small businesses more accessible - the Unified Credit Center (UCC), operating on the basis of the Guarantee Fund of the Republic of Tatarstan, acts as a free financial broker for small and medium-sized businesses. UCC specialists help entrepreneurs choose the best loan product, prepare the necessary package of documents, draw up and submit an application to the bank. This allows you to reduce the time for consideration of applications for loan financing from 60 to 20 days.

The digital platform Фасттрек.рф , also included in Smartek, serves to reduce the timelines for providing various measures of state support to small and medium-sized businesses of the republic. A unique solution for Russia was developed and launched in 2019 at the initiative of the Ministry of Economy of the Republic of Tatarstan.

The portal transfers communications between business and the state into an interactive online plane, which can significantly save time for entrepreneurs. To receive support measures, now it is enough to send an electronic application and necessary list of documents through the Portal in the format of a “single window”. After that, the applicant simply monitors the progress of consideration of his appeal and execution of the request. The statuses of the intermediate stages of approval of the application are displayed in the Personal Account of the entrepreneur on the portal.
