Direct dialogue with the Minister of Economy: entrepreneurs discussed business development issues with F. Abdulganiyev

On April 22, 2019, representatives of small and medium-sized businesses, as well as the self-employed, discussed issues of entrepreneurship with the Minister of Economy of Tatarstan Farid Abdulganieyv. More than 200 participants were invited to the meeting.

Entrepreneurs learned about upcoming new support measures, received advice on how to solve and prevent possible business problems. The main topics of discussion were measures of financial and non-financial support for entrepreneurship, access to export, a new tax on professional income, and others.

“A large stratum of work in development of the economy occupies the development of small and medium-sized businesses. In this work, not only financial support is important, but also informational and educational. It is not enough to create help tools and allocate funds, it is important that they are known and may be used correctly. It is also important that entrepreneurs know and understand the promising areas of economic development, which would allow them to more confidently and accurately predict and plan the development of their business. It is for this purpose that we have gathered today - to discuss directly business issues and suggest what effective tools can be used in solving various emerging issues”, said the Minister of Economy of the Republic of Tatarstan Farid Abdulganiyev at the beginning of the event.

During the meeting, more than two dozen questions were received.

The question of how to train employees, if the company does not have extra money

Today, entrepreneurs have access to several free educational programs. All of them are held on a regular basis. For example, educational trainings from “SMEs Corporation” AO – “ABC of Entrepreneur”, which starts just today. The training examines the steps that must be taken when creating a business from the moment a business idea is formed to the registration of an enterprise. In May, the next course of another regular project, the “Factory of Entrepreneurship”, will be launched. In May-June, an educational course starts in cooperation with “Business Environment” AO. All projects contribute to development of business skills, both start-up entrepreneurs and existing ones, and they are provided free of charge.

All these courses will be implemented throughout the Republic.

In addition, entrepreneurs have the opportunity to initiate a round table themselves and apply to the Entrepreneurship Support Fund.

The company manufactures products whose main customers are from other regions. When transporting goods to the buyer, the final cost increases. This reduces overall sales and producer benefits. What to do?

Maximal development in the domestic market within the municipality will help to solve the problem. To use the full potential of domestic supply and demand, we strongly recommend that you look for business partners through the exchange platform (http://bp.zakazrf.ru/). On each commission, large customers of a product are encouraged to use the site as the first source of search for the contractor. This helps the supplier and the consumer.

There were questions from the self-employed.

IP (Individual Entrepreneur) and OOO (Limited Liability Company) get a loan easily. Is the possibility of microloan being considered for a new category of entrepreneurs - self-employed?

At the moment, the mobile application “My Tax”, as well as applications of credit organizations, provide for the possibility of generating a certificate of income received. The possibility of providing this certificate to obtain borrowed funds is being considered. The data provided from the mobile application will be taken into account by banks when issuing loans.

In addition, SME Corporation, together with SME Bank, is developing a special loan product for self-employed citizens. Special loan products for self-employed citizens are developed by Ak Bars Bank and Sberbank.

Disabled people are employed in the organization. Does the Ministry of Economy provide any financial support measures?

Yes, there are several. The Entrepreneurship Support Fund has a specialized center that deals with development of social entrepreneurship. The center works in close cooperation with the Ministry of Labor and Social Protection of the Republic of Tatarstan, which is the supervisor of state support of organizations where people with disabilities are employed.

In addition, understanding the specificity and special significance of the social sphere, the Entrepreneurship Support Fund adopted a new program, it is called “Social Entrepreneur”, for issuing microloans at 5% per annum. The program will take effect from May 2019.

Entrepreneurs were also interested in the lack of professional specialists in working specialties, measures to support mothers with many children, financial support for purchase and leasing of agricultural equipment, and export opportunities.

“Such communication formats are an important tool that will make all support measures taken as effective as possible. I think, and I hope you will support me - this format of interaction needs to be fixed and meet regularly for a lively dialogue so that you can voice your questions and problems, and we help to solve these issues and problems”, noted Farid Abdulganiyev, the Minister of Economy of Tatarstan, concluding the meeting.

Changes are made to the Target Model “Implementation of Control and Supervisory Activities in the Constituent Entities of the Russian Federation”

Order No. 783-p of the Government of the Russian Federation dated April 19, 201, amended the Target Model “Implementation of Control and Supervision Activities in the Constituent Entities of the Russian Federation”.

The document was developed by the Ministry of Economic Development of Russia in order to simplify business procedures and increase the investment attractiveness of the constituent entities of the Russian Federation. The document includes a list of activities with target values ​​for the period from 2019 to 2021.

The decisions taken will ensure the necessary conditions for development and implementation of regional road maps in the field of control and supervisory activities by the constituent entities of the Russian Federation, while the implementation of most of the indicators will be provided by the regional project offices by the end of 2019.
