Development of industrial parks and sites in Tatarstan resulted in creation of 26 thousand jobs

Currently there are 85 infrastructure facilities in Tatarstan. These are 71 industrial sites and 14 industrial parks. This was announced today by the First Deputy Minister of Economy of the Republic of Tatarstan - Director of the Department of Entrepreneurship Development Rustem Sibgatullin at the round table “Infrastructure of property support as a leading factor in development of an effective business environment for business development in the region”. The event was held in Technopolis “Himgrad” in the framework of the meeting of the Committee of the State Council of Tatarstan on Economy, Investment and Entrepreneurship.

Rustem Sibgatullin noted that industrial parks, sites, technology parks have been developing in the republic since 2004. According to the Association of Industrial Parks (AIP) in Tatarstan, 10% of all industrial parks in Russia are concentrated and more than 30% of residents are registered. The development of industrial parks and sites in Tatarstan allowed the creation of 26 thousand new jobs.

“Creation of industrial sites is an effective mechanism for development of industrial business. This is the creation and modernization of workplaces, development in the village of alternative types of small business employment, social and engineering infrastructure, formation of motivation to work, and involvement of skilled workers in this area”, said Rustem Sibgatullin.

For residents of industrial sites, there are various support programs and preferences that operate when there is an accreditation of industrial park or industrial site by the Ministry of Economy of the Republic of Tatarstan. By decision of the executive committees of municipal districts, land tax for residents of industrial sites can be reduced or abolished. If the land on which the industrial park or site is located is in municipal ownership, then by decision of the executive committee the rent may be reduced or canceled.

Every year in the republic, measures to support small and medium-sized businesses are implemented. They include financial, property and information and consulting support through infrastructure facilities.

One of the main programs is “Subsidizing of interest rate”. Its uniqueness lies in the fact that all costs associated with paying interest on loans attracted from Russian credit institutions are reimbursed. The loan agreement must be concluded no earlier than January 1, 2017, and the interest on loan cannot exceed the weighted average interest rate calculated by the Central Bank of Russia. The recipients of the subsidy are accredited management companies and residents of accredited parks and industrial sites.

Credits can be directed to construction, reconstruction of engineering infrastructure on the site and to purchase equipment. The maximum subsidy per recipient is 5 million rubles a year.

In conclusion, the First Deputy Minister of Economy noted that at the moment the concept of developing infrastructure support for the next 5 years is being developed. It is aimed at developing the system of industrial cooperation and the institute of investment crediting, filling of industrial sites.
