Implementation of state and municipal control was discussed at the Gaidar Forum 2019

As part of the Gaidar Forum in Moscow, an expert discussion on the issues of state control (supervision) and municipal control took place. Deputy Minister of Economy Ayrat Shamsiyev took part in the discussion platforms.

The session “Control and Supervision Activities of the State: Problems of Validity, Effectiveness and Efficiency” discussed the preliminary results of the reform of control and supervisory activities, practice and prospects for effectiveness of control and supervisory activities, as well as prospects for the “functional guillotine” of supervisory activities of the state performance. The central theme was the question of the extent to which citizens take into account and in which should be taken into account the assessments of effectiveness of state control and supervisory activities of the state in its organization, improvement and reform.

The session “Municipal control as a tool for development of the territory” was devoted to examining approaches to the ideal model of municipal control and existing practices for its implementation. It should be noted that there was practically no serious discussion about the concept of municipal control in Russia. Understanding that the needs of municipalities and their resource capabilities vary greatly, the participants discussed a number of important areas in this regard - the need for municipal control, the most effective and sought-after forms, approaches to delimitation of municipal control from state or public by related activities.
