Russian Prime Minister Dmitry Medvedev said that he approved a plan of measures to improve the business climate in Russia. "I signed a government decree that approves a plan of measures to transform the business climate", he said, opening the meeting of the Cabinet of Ministers.
The Prime Minister recalled the tasks set to bring the share of investment in fixed assets in GDP up to 25%, which should be used for modernization and technological renewal of industry. Therefore, according to him, for the Russian government it is very important to stimulate the business environment when procedures are simplified, when regulatory restrictions on various documents are removed. "This document contains a plan aimed at simplifying the starting of business, Medvedev explained. - This plan continues the work that was carried out as part of the so-called road maps of the National Entrepreneurial Initiative".
The Prime Minister said that twelve initiatives had been completed in recent years, resulting in elimination of more than fifty different redundant procedures for businesses. All this allowed Russia to rise in the Doing Business ranking of the World Bank to sixth place from 120th place in six years.
“Now we are moving to a new stage. Unified plan of business climate measures also covers twelve areas - from technological connection to engineering networks, urban planning activities, to customs administration and completion of control and supervision reform”, the Head of government said, mentioning the availability of target indicators that need to be achieved before 2024. According to him, the principle of the two keys that existed before will be preserved. In other words, each event can be considered as being executed not only after confirmation of this by officials, but most importantly, after confirmation of the achieved effect from the business.
Medvedev added that for such an examination, special groups were created, which included representatives of the Russian Union of Industrialists and Entrepreneurs, Business Russia, ASI, and a number of other business associations. At the same time, the plan itself contains almost 150 measures to reduce time and costs to eliminate barriers to international trade, simplify procedures, etc. “The plan will be updated twice a year, it will need to be complemented by business initiatives, monitoring performance, he said. - It is important to organize work in such a way that no one in the open system is able to delay any decisions that are crucial for creating a favorable investment environment”.
The Prime Minister stressed that it is necessary to respond to the problems that will be posed by entrepreneurs.
