Putin urged to reduce administrative pressure on business

Today, President of the Russian Federation Vladimir Putin, while delivering a Message to the Federal Assembly, called for removal of any barriers that limit the activities of domestic entrepreneurs. “To achieve the ambitious goals that the country faces, we need to get rid of everything that limits business initiatives”, he said. The President stressed that businessmen should not constantly fear criminal or administrative punishment and other risks. Vladimir Putin voiced the existing statistics characterizing the quality of work of control and supervisory bodies. According to the results, almost half of the cases (45%), filed against businessmen, cease, not reaching the court, because the cases were initiated on unknown grounds. Relevant instructions for analyzing the situation and making suggestions for resolving the issue were given to the Supreme Court and the General Prosecutor's Office.

The aforesaid is a logical continuation of the reform of control and supervisory activities already implemented in Russia, providing for creation of a “smart control” system (transfer of work of inspectors to a risk-oriented approach, emphasis on preventive work, changing approaches to evaluating the effectiveness of control bodies) and a large-scale review together with the business community of previously established requirements of the law for doing business in order to optimize them and eliminate obsolete and contradictory norms.

In the framework of the reform measures, from January 9, 2018, the Internet resource “Proverennyi Business (Verified Business)” is functioning in the Republic of Tatarstan in order to promptly inform small and medium-sized businesses of the republic about the current legal requirements. It provides an opportunity to get a lot of useful information in one place - checklists for inspections, news of legislation, announcements of events, etc. The portal is a knowledge base with practical recommendations for passing inspections, provides an opportunity to seek advice from experts, as well as pass a self-check on the checklists. Using services of inspections weblog you can also download verification materials (including photos and video files), get comments and recommendations from experts, and take part in assessment procedures for the regulatory impact of draft regulatory acts.
