Functions of the Financial support measures sector

2.1. The Sector participates in the implementation of the following functions of public administration: 
2.1.1. Participation in the implementation of state policy in the field of support and development of SMEs and the self-employed.
2.1.2. Provision of conditions for the implementation of financial measures to support SMEs and the self-employed.
2.1.3. Participation in the development of documents, examination and making proposals on draft regulatory legal acts affecting the implementation of financial measures to support SMEs and the self-employed.
2.1.4. Coordination of the development of proposals to improve the federal, republican and municipal regulatory framework governing the implementation of financial measures to support SMEs and the self-employed.
2.1.5. Preparation and adoption of decisions on the allocation of budget subsidies for financial measures to support SMEs and the self-employed.
2.1.6. Formation of proposals on the establishment of coordination and advisory bodies in the prescribed manner in the field of implementation of financial measures to support SMEs and the self-employed.
2.1.7. Implementation of measures to implement financial measures to support SMEs and the self-employed.
2.1.8. Participation within its competence in the preparation and execution of management decisions of the Ministry's leadership.
2.1.9. Work with incoming documents: instructions from the Government of the Republic of Tatarstan and the President of the Republic of Tatarstan (including on citizens' appeals), letters from ministries and departments of the Republic of Tatarstan, appeals from entrepreneurs, public associations and other organizations.
2.1.10. Participation in the implementation of interregional cooperation with financial support structures for SMEs and the self-employed (exchange of experience by field visits to the regions of the Russian Federation and participation in forums, conferences, meetings).
2.1.11. Consideration of applications of SMEs containing proposals for amendments to the regulatory legal acts of the Republic of Tatarstan in the field of development of financial measures to support SMEs and the self-employed.
2.1.12. Analysis of data on the development of financial institutions to support SMEs and the self-employed.
2.1.13. Monitoring the activities of financial institutions supporting SMEs.
2.1.14. Provides work on interaction between the Ministry and the state state institution "Center for the implementation of programs to support small and medium–sized Enterprises of the Republic of Tatarstan" (hereinafter referred to as the State Institution "CRPP SME RT"), the Microfinance Center of the non–profit micro-credit company "Entrepreneurship Support Fund of the Republic of Tatarstan" (hereinafter referred to as the MFO NO MKK "FPP RT"), non-profit organizations "Guarantee Fund of the Republic of Tatarstan" (hereinafter referred to as "GF RT") within the framework of the implementation of financial measures to support SMEs and the self–employed.
2.1.15. Submission of reports to the Ministry of Economic Development of the Russian Federation on supervised areas.
2.1.16. Preparation of draft regulatory legal acts in the field of activity.
2.1.17. Handling appeals from citizens and SMEs on issues related to the development of financial institutions to support SMEs and the self-employed.
2.1.18. Preparation of responses to requests from public authorities and other organizations related to the activities of the sector.
2.1.19. Preparation and holding of internal and interdepartmental meetings in the supervised areas.
2.1.20.    Implements the national project "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative".
2.1.21. Solving other tasks in accordance with the objectives of the Ministry's activities.

Objectives of the financial support measures sector

3.1. The Sector, in accordance with the functions assigned to it, performs the following tasks:
3.1.1. Interaction in accordance with the established procedure with funds, commercial banks and other financial organizations engaged in the development of SMEs and the self-employed.
3.1.2. Participation in the development, implementation and support of republican and inter-municipal investment programs, and development programs for SMEs and the self-employed, taking into account national and regional socio-economic, environmental, cultural and other features. 
3.1.3. Interaction with non-profit organizations that express the interests of SMEs and the self-employed, and their structural divisions.
3.1.4. Organization of research work on the problems of development of SMEs and the self-employed at the expense of the budget of the Republic of Tatarstan.
3.1.5. Making proposals on methodological support of local self-government bodies and assisting them in the development and implementation of measures for the development of SMEs and self-employed in the territories of municipalities of the Republic of Tatarstan.
3.1.6. Assistance in the implementation of municipal development programs for SMEs and the self-employed.
3.1.7. Disposal, in accordance with the established procedure, of financial resources allocated from the budget of the Republic of Tatarstan to finance measures to support and develop SMEs and the self-employed. 
3.1.8. Participation in the development of the strategy of socio-economic, innovation, personnel policy, as well as state regulation of investment activities and on this basis ensures the development and implementation of republican socio-economic programs.
3.1.9. Participation in the development of the draft message of the President of the Republic of Tatarstan.
3.1.10. Participation in the analysis of the economic situation of the Republic of Tatarstan and determining on its basis the principles, methods and forms of implementation of the state structural, innovation, personnel policy, state management of investment activities in the Republic of Tatarstan, as well as state regulation of the economy of the Republic of Tatarstan based on the indicative management system.
3.1.11. Participation in the development of the forecast of socio-economic development of the Republic of Tatarstan for the medium and long-term periods. 
3.1.12. Participation in ensuring the economic justification of individual items of income and expenses of the state budget, including the budget application for financing the supply of products (performance of works and services) for state needs.
3.1.13. Participation in the formation of the draft report of the President of the Republic of Tatarstan on the achieved values of performance indicators of the executive authorities of the Republic of Tatarstan for the reporting year and their planned values for a three-year period.
3.1.14. Implementation of other functions defined by decrees, orders of the President of the Republic of Tatarstan, resolutions and orders of the Cabinet of Ministers of the Republic of Tatarstan, the current legislation of the Republic of Tatarstan, other regulatory legal acts and Regulations on the Ministry within the competence of the sector.
3.1.15. Control over the activities of the State Institution "TSRPP SME RT", MFO NO MKK "FPP RT", NO "GF RT".
3.1.16. Participation in meetings, specialized conferences, seminars on issues within the scope of the sector.
3.1.17. Compliance with the official regulations of the Ministry, compliance with the requirements of the rules, instructions on labor protection, safety and fire safety.
