Minister's authorities

The Ministry is headed by Minister appointed to the post and discharged from it in order established by the Constitution of the Republic of Tatarstan.
Minister:

• Organizes the work of Ministry and is personally responsible for implementation of tasks and functions laid on the ministry
• Presents the Ministry in interaction with other executive power and local self-government bodies, state and private organizations, institutions, enterprises
• Distributes obligations between Deputy Ministers
• Confirms provisions on ministry’s branches
• Appoints for a post, discharges ministry’s employees from their posts in established order
• Confirms estimates of expenditure for ministry’s office maintenance within confirmed number of employees, labour payment fund and budget allocations.
• Issues within its competence orders, confirms instructions, rules to be obligatory implemented by ministry’s employees, heads of organizations, controls their implementation
• Confirms state order for ministry’s management
• Minister acts on behalf of the Ministry, presents its interests in state bodies, organizations, gives a power of attorney, sets up accounts in bank
• For preparation of offers on the main ministry’s activity the Collegium is organized in the Ministry which carries out its work proceeding from tasks laid on the Ministry
• Chairman of the Collegium is a Minister
