Tatarstan's practice of reducing administrative pressure was evaluated at the federal level

The issues of implementing the reform of control and supervisory activities in the Republic of Tatarstan were discussed today at the regional Ministry of Economy. The event was held in the format of a "round table" with the participation of representatives of federal and republican departments, control (supervision) bodies. The subject of discussion was the tasks of reducing administrative pressure for 2025, indicators of the National Rating of the investment Climate and national practices.

The event was attended by the Director of the Department of State Policy in the Field of Licensing, Control and Supervisory Activities, Accreditation and Self-Regulation of the Ministry of Economic Development of the Russian FederationAlexander Vdovin, Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, and representatives of the control (supervisory) authorities of the region.

In his reportAlexander Vdovin highlighted the special role of the use of artificial intelligence in the implementation of state control (supervision). In particular, he noted the positive practice of the region in implementing a robotic assistant for entrepreneurs using artificial intelligence on the Proven Business portal (provbiz.ru ). The chatbot helps the entrepreneur prepare for the upcoming inspection, obtain an algorithm of actions during the control event, and substantiate the submission of documents requested by the inspector.

The speaker recommended the use of artificial intelligence in the implementation of control (supervisory) measures. 

"The use of artificial intelligence will significantly increase the transparency of inspections, reduce the administrative burden on businesses and minimize the human factor in decision—making," the speaker stressed.

AlsoAlexander Vdovin emphasized that systemic changes have been made to the Law on Control aimed at implementing the instructions of the President of the country on the transition from temporary restrictions on inspections to the application of a risk assessment and management system for control measures. Now scheduled inspections are carried out only at high-risk facilities. For the remaining categories, a mandatory preventive visit, which implies the absence of fines.

Gulnaz Ismagilova, Deputy Minister of Economy, emphasized the priority role of conducting inspections based on risk indicators and improving the quality of developing indicators of the risk of violating mandatory requirements. 

"The risk indicator should represent the occurrence of an event that is highly likely to indicate violations," Gulnaz Ismagilova emphasized.

The speaker also stated that currently the main task of the control bodies is to replace physical checks with the prevention of violations.

The Deputy Minister recommended that the control authorities strengthen preventive work with businesses to prevent violations and take measures aimed at improving the overall level of legal literacy of entrepreneurs, including accessing the knowledge base posted on the Verified Business portal. Also, inform the business about the possibility of conducting remote preventive measures using the Inspector mobile application.

The region's work in these areas will make it possible to further improve the control and supervisory functions of the authorities - to reduce the number of inspections, shift the focus towards prevention, and strengthen its leadership position in attracting investors to the region by reducing administrative pressure.
