Small and medium-sized businesses in the first quarter of 2023 attracted 240.8 billion rubles thanks to the instruments of the National Guarantee System (NGS), the operator of which is the SME Corporation. Over 10 thousand enterprises have become recipients of guarantees within the framework of the national project "Small and Medium-sized Entrepreneurship", which was initiated by the President and oversees by First Deputy Prime Minister Andrei Belousov. Tatarstan is among the leading regions in terms of the amount of support provided.
In comparison with the 1st quarter of last year, the volume of financial support increased almost 2.5 times, and the number of recipients – more than 2.3 times.
Among the leading areas for the increase in lending volumes using NHS tools in the 1st quarter of this year are information and communications, hotels and catering, manufacturing, transportation and storage, scientific and technical activities.
The Head of the Ministry of Economic Development of Russia Maxim Reshetnikovnoted the particular importance of supporting growing SMEs from priority sectors during his speech at the Government Commission on the Development of Small and Medium-sized Enterprises chaired by Prime Minister Mikhail Mishustin. These areas include processing, IT, engineering centers, small technology companies, and tourism. Companies in these industries are focused on ensuring growing domestic demand and act as a driver for increasing investments.
"The share of such companies in the SME sector should grow. This is where the most resource-intensive support measures need to be focused. These are concessional lending, umbrella guarantees, exchange instruments, and the creation of production infrastructure. And separately, it is important to continue stimulating long–term demand for products," the minister said.
The growth of financial support and the number of its recipients within the NHS in the 1st quarter of 2023 is due to a number of factors, including a more than twofold increase in financing of small and medium-sized businesses under the guarantees of regional guarantee organizations (RGS). This was facilitated, among other things, by an increase in the efficiency of the use of the capital of the RGS, as well as the active use by business of the "umbrella" guarantees of the SME Corporation.
"We see that if last year over 1.4 thousand small and 2.8 thousand microenterprises received financial support using NHS tools, then this year these figures already exceed 2.5 thousand and 7.4 thousand, respectively. In 2021, similar quarterly indicators were at the level of 973 and 1716 enterprises," said Alexander Isaevich, CEO of SME Corporation.
The leading regions for financial support of small and medium-sized businesses in the first quarter of 2023 were Moscow, St. Petersburg, Moscow, Novosibirsk, Sverdlovsk, Chelyabinsk, Nizhny Novgorod and Samara regions, the Republic of Tatarstan and Bashkortostan.
Among the leaders of financial support for small and medium-sized enterprises in the first quarter, together with the backbone banks, SME Bank entered with the volume of funds issued in 51.6 billion rubles, which were received by over 580 enterprises. A year earlier, the bank's indicators in this area amounted to 7.4 billion and 342 SMEs.
Let us recall that the National Guarantee System helps entrepreneurs to obtain bank financing with the help of guarantees and sureties if there is no collateral or it is not enough. You can apply for them to banks participating in the mechanism of "umbrella" guarantees of SME Corporations and regional guarantee organizations. Support is provided within the framework of the national project "Small and medium-sized entrepreneurship".
