Tatarstan is among the leaders of the efficiency rating of regional guarantee organizations for small and medium-sized businesses

KUE Corporation has compiled a rating of regional guarantee organizations for small and medium-sized businesses. They were evaluated on 24 indicators: 10 - in the "Performance" block and 14 - in the "Financial stability" block. The representatives of Vladimir, Novosibirsk and Asterkhan regions, Baikal region, Ivanovo and Kostroma regions, as well as the republics of Chuvashia, Komi, Udmurtia and Tatarstan showed great efficiency. They were given a high grade of E+.
The list of regional guarantor organizations with low indicators of effectiveness included representatives of the Republics of Kalmykia and Ingushetia, Krasnoyarsk Krai, Altai Republic, Nenets Autonomous District, Jewish Autonomous Region, Kirov, Chelyabinsk, Nizhny Novgorod and Murmansk Regions. They got the minimum rating of NE.
"It can be said that the capital of regional guarantee organizations is not working efficiently enough, which, in turn, affects the decrease in the amount of guarantee support for businesses in the region. At the same time, the main task of regional guarantee organizations is to allocate public funds to support entrepreneurs by simplifying and making it cheaper to get loans. We will help those who are lagging behind to "work on the mistakes" by offering them more active participation in the program of combining their own and "umbrella" responsibilities. This will allow to increase the volume of the provided guarantees by almost three times and to cover the obligations of entrepreneurs on loans within the framework of general rules - up to 70%, and up to 90% for start-ups and young entrepreneurs. We also propose to cooperate more closely with local authorities, including joint determination of priority sectors that can attract funds under favorable conditions for RGO guarantee and "umbrella" obligations," said Alexander Isaevich.
In the "Performance" blog, the ratio of RGO's guarantee portfolio to capital, coverage of small and medium-sized businesses by guarantees of the regional guarantee organization, the share of the market in monetary terms of the guarantee portfolio, the absence of other types of activities other than guarantee, etc. b. indicators are taken into account.
We remind you that since this year, financial support to regional guarantee organizations has been implemented taking into account the number of grants. The ranking is annually conducted by the KUE Corporation according to the methodology approved by the Ministry of Economic Development of the Russian Federation. It is based on the analysis of the official financial (accounting) accounts that are subject to mandatory audit. The 2021 results approved by the corporation's board will be sent to the relevant ministry for consideration in 2022 subsidy distribution.
