The National SME Project in 2021 has undergone significant changes

On the national project "Small and medium-sized enterprises and support for individual entrepreneurial initiatives" implementation, First Deputy Minister of Economy of the Republic of Tatarstan Rustem Sibgatullin reported at the meeting of the State Council Committee on Economy, Investment and Entrepreneurship.

Sibgatullin began his speech  with summing up the results of the implementation of the national project to support SMEs in 2020. He noted that the national project, as well as federal and regional mechanisms of targeted business support were aimed at preserving the activities of entrepreneurs and employment restoring. Thus, thanks to business support measures, it was possible to maintain the number of employed SME: at the end of 2020, the number was 533.3 thousand people, which is slightly higher than in 2019 – 533.013 thousand people.

For the implementation of measures to support business in 2020, including within the framework of the national project, 1.5 billion rubles were allocated – 1.0 billion rubles from the budget of the republic, 0.5 billion rubles from the federal budget.

The Deputy Minister of Economy also noted the main indicators since the beginning of the implementation of the National SME Project in the Republic of Tatarstan:

- more than 31.8 thousand  SME and the self-employed received advisory support;

- 175 small and medium-sized enterprises entered foreign markets;

- the volume of the microloan portfolio has reached more than 1.1 thousand units;

- thanks to collaterals of the Guarantee Fund of the Republic of Tatarstan, entrepreneurs of the republic have attracted more than 13.4 billion rubles of credit financing;

- more than 102.6 thousand self-employed citizens were registered in the republic;

- more than 4.5 thousand people were trained in the basics of doing business.

R. Sibgatullin highlighted that federal projects have undergone significant changes in 2021. The development of entrepreneurship is formed in four directions:

- creation of favorable conditions for self-employed citizens to carry out activities – the project will be aimed at supporting self-employment;

- creating conditions for an easy start and comfortable business – the project is aimed at supporting and developing aspiring entrepreneurs;

- acceleration of small and medium-sized businesses –the project is aimed at supporting existing businesses;

- creation of a Digital platform with a mechanism for targeted selection and the possibility of remote receipt of support measures and special services by SME and self-employed citizens – the project will be implemented at the federal level.

In turn, support activities are divided into three main areas: support for the self-employed, support for start-up entrepreneurs (pre-acceleration) and development of existing entrepreneurs (acceleration).

This year, the budget already provides 1.2 billion rubles for the support and development of entrepreneurship. The funds will be allocated to existing financial instruments:

- microloans;

- guarantee bonds;

- subsidizing interest rates on loans;

- subsidizing the cost of food and food delivery;

- preferential leasing of RLC.

Also in 2021, the implementation of financial support mechanisms will continue, in addition, new financial products will be introduced this year:

- grants to social business;

- grants to self-employed citizens.

In conclusion  Rustem Sibgatullin noted that currently the Ministry of Economy of the Republic of Tatarstan has formed a number of legislative initiatives. In particular, in accordance with the concept approved by the President Rustam Minnikhanov concept of improving the efficiency of industrial parks draft laws on amendments to the republican Laws are developed:

- about the property tax;

- about the transport tax;

- on the establishment of differentiated tax rates for taxpayers applying the simplified tax system;

The draft laws are subject to interdepartmental approval, after which they will be submitted to the State Council of the Republic of Tatarstan for consideration.
