The traditional meeting of the working group on ensuring the sustainable development of the economy of the Republic of Tatarstan was held under the chairmanship of the Deputy Prime Minister of the Republic of Tatarstan – the Minister of Economy of the Republic of Tatarstan. One of the main topics of the meeting was the issue of informing the business about "FOT 3.0" new support program aimed at restoring enterprises of affected industries.
The program is called "FOT 3.0" and it replaced the similar program of the Government of the Russian Federation "FOT 2.0", operating during the pandemic and the restrictive measures caused by it. Worth reminding that the loan program at 2 % was in high demand among Tatarstan entrepreneurs. In total, under the program, banks in the republic issued 6.523 loans in the amount of more than 13.6 billion rubles.
The Government of the Russian Federation notes that not all small and medium-sized businesses have returned to the pre-crisis level, and therefore it was decided to extend the preferential loan program, but in a new format. According to the terms of the support program, the final rate on a business loan will be 3%, and the state will subsidize banks with 6%. The loan is issued for a period of up to 12 months, while during the first half of the year the borrower will not be paying the principal and interest on the loan, whereas in the second half of the year it can be done in equal parts monthly.
Not only small and medium-sized businesses, but also large companies from the least recovered industries will be able to participate in the program. These include the hotel and restaurant business, culture, tourism, sports and entertainment. It is worth noting that access to the program, as in the case of "FOT 2.0", will be granted to micro - and small enterprises using the main or additional OKVED codes. Medium and large enterprises – only for the main one.
The amount of the loan will depend on the number of employees working in the organization. The maximum loan amount will be determined based on the minimum wage (12.792 rubles) for each employee for 12 months, but not more than 500 million rubles.
Midhat Shagiakhmetov also noted the importance of not only providing the necessary support to small and medium-sized businesses in a timely manner, but also timely and correctly reflect the information about the support provided in the register of small and medium-sized businesses recipients of support, which is maintained by the Federal Tax Service.
Information in the register should be provided by both regional and municipal authorities and their subordinate organizations, as well as organizations that form the infrastructure for supporting small and medium-sized businesses.
The register includes data not only on provided financial support, but also on property, educational, innovation and consulting support. The information provided can also be used to make decisions, including on the volume of subsidies from the federal budget to the subjects of the Russian Federation, new forms and types of support, as well as the effectiveness of support measures.
Another issue on the agenda of the meeting was the conduct by the Federal State Statistics Service of continuous statistical monitoring of the activities of SME in 2021 in all regions of the Russian Federation.
Until April 1, 2021 (on the Unified Portal of State and Municipal Services – until May 1) all small business entities included in the unified register of small and medium-sized businesses must submit reports on their activities for 2020 to the state statistics bodies.
More than 5 thousand small enterprises, 64 thousand microenterprises and more than 89 thousand individual entrepreneurs participate in the continuous survey on the territory of Tatarstan. A total of 158 thousand 504 subjects.
Roman Amirkhanov, Deputy Head of the Territorial Body of the Federal State Statistics Service for the Republic of Tatarstan, made a report on the issue of conducting continuous statistical monitoring of the activities of small and medium-sized businesses.
