 Indicative Management System in the Republic of Tatarstan

The indicative management system was introduced in the Republic of Tatarstan in 1999 and has been used to define the level of social welfare and to supervise the achievement of the targeted results.
Within the framework of indicative management in economy, ministries and authorities of the Republic of Tatarstan have been charged with the task to exercise their administrative functions taking into account the population living standard indicators and their operational efficiency assessed for each executive body on the basis of public management functions. The task for local government bodies (in municipal and urban districts) is limited by the authority delegated to them.
In other words, for over ten years operational efficiency of executive power bodies in the Republic of Tatarstan has been assessed by reference to the annually approved threshold values of indicators in the top-priority spheres of socioeconomic development.
In 2007, Decree of the President of the Russian Federation d/d 28.06.2007 No.825 introduced a federal system for the assessment of an executive power body operational efficiency in the federal subjects of the Russian Federation. It was successfully integrated into the existing indicative management system in the Republic of Tatarstan.
Successful application of the indicator-based public management system facilitates the growth of its efficiency. As a result, the Republic of Tatarstan ranked first twice in the lists of the federal subjects of the Russian Federation at the end of 2010 and 2011.
The federal subjects of the Russian Federation were assessed by reference to over 300 indicators in the following key spheres: education, health care, public administration, residential construction, and public utilities.
In 2012, Decree of the President of the Russian Federation d/d 21.08.2012 No.1142 introduced a new system for the assessment of an executive body operational efficiency in the federal subjects of the Russian Federation.
