In Kazan there took place International conference "Tatarstan-2030: development strategy"

On April 1, 2015 in Kazan there took place International conference "Tatarstan-2030: development strategy".

Event was held for the purpose of presentation of the project of Strategy of social and economic development of the Republic of Tatarstan for the period to 2030 wide range of participants and receiving approval of Advisory council on strategic planning at the President of the Republic of Tatarstan.

From among Advisory council on action there were a dean of faculty of free arts and sciences of St. Petersburg State University, the chairman of the board Alexey Kudrin, the rector of Russian Presidential Academy of National Economy and Public Administration Vladimir Mau, the rector of the Moscow school of management "Skolkovo" Andrey Sharonov, the president of economic partnership "The new economic growth" Mikhail Dmitriyev, the president of "Strategy Partners Group" Alexander Idrisov and the rector of the Kazan (Volga) federal university Ilshat Gafurov.

Also to dialogue the international experts were invited: chief economist of the World bank on Russia Birgit Hansl, regional branding expert from Great Britain J. Makklori, principal of urbanistics at institute of arts of Glasgow Brian Evans, head of the Moscow branch of Research institute Nomura Akira Ivata, professor of the St. Petersburg school social and humanities of NIU "Higher School of Economics" Christopher Gehry.

At a hall there were representatives of authorities of the Republic of Tatarstan, scientific and expert and business communities, public organizations.

The acting president of the Republic of Tatarstan Rustam Minnikhanov who noted handled welcome speech to attendees that "despite the current economic difficulties, work on Strategy doesn't stop as today to be competitive and to provide further improvement of quality of life of our citizens, it is just necessary to see prospect. Our task – to create really a brief which will serve for the benefit to all republic". Then Rustam Minnikhanov addressed to the invited experts: "The look from outside is very important for us: whether correctly we understand trends of development of world economy? What our competitive advantages, and how effectively we use them?".

The Minister of Economics of the Republic of Tatarstan Artem Zdunov presented basic provisions of Strategy. In the performance he told that now the second edition of the project of Strategy where the major priorities and the directions of development developed during extensive discussions are fixed is prepared. The central value of Strategy is the Person, the carrier of the most important capital of economy of the future – the human capital. Its formation and accumulation, creation of conditions at which it is demanded by society and can successfully function, arrangement of comfortable space for its development – here three priority directions of Strategy.

On end of the report comments by results of an expert assessment of documents of Strategy were made by members of Advisory council on strategic planning at the President of the Republic of Tatarstan and the international experts.

The first part of conference came to the end with the report of the winner of competition "Strategy of Tatarstan – my Strategy!" Anna Fedorovich "The concept of a humanization of an urban environment of Kazan" within strategy of development of the human capital "Tatarstan – a magnet for the best".

Within the second part of Conference expert discussion in the key directions of realization of Strategy of social and economic development of the Republic of Tatarstan for the period till 2030 took place.

As moderators of discussion Ilshat Gafurov, the rector of the Kazan (Volga) federal university, and Boris Zhikharevich, the research supervisor of the Tatarstan-2030 project, the director of the Resource center for strategic planning at the Leontyevsky center acted.

Opening of plenary session began with delivery of diplomas to winners of Youth competition "Strategy of Tatarstan – my strategy!".

There began the second plenary session of Conference Boris Zhikharevich who noted that the problem of discussion is connected already not so much with the Strategy, how many with transition to implementation of the document. Thus it was offered to concentrate round a strezhnevy plot of Strategy – the human capital, having discussed questions of formation of the human capital in education and its applications in innovative economy, and also having paid attention to questions of health care and spatial development.

Ilshat Gafurov presented experts of plenary session and asked them to speak for discussion of various aspects of realization of Strategy.

The vice rector for questions of economic and strategic development of KFU Marat Safiullin told about KFU potential as participant of realization of Strategy and about the problems existing today in the organization of interaction of university with the authorities and business.

Alexander Tormasov, the rector of University Innopolis, told about a contribution of university regarding achievement of the objectives of Strategy.

The head of the Moscow branch of Research institute Nomura Akira Ivata told about the priority world directions of development of innovations - telecommunications, IT services, electronic industry.

One of the leading world experts in the field of management and reforming of health systems, professor of the St. Petersburg school social and the humanities of NIU HSE Christopher Gehry sounded the recommendations about realization of ambitious strategic installations regarding development of health care in Tatarstan.

Rashit Nizamov, the rector of the Kazan state architectural and construction university, noted importance of restoration of a profession of a gradoustroitel, and also told about the strategic directions of training on which the organization of space of our republic depends. Its report was continued by the head of the department Gradostroitelstva and plannings of the rural occupied KGASU places Alexander Dembich who stated the judgments concerning spatial projects of Strategy.

The leading foreign expert in the field of urbanistics, the principal of urbanistics at Institute of arts of Glasgow Brian Evans shared with attendees the expert opinion on the organization of city and suburban spaces.

Expert opinions of participants of plenary session will be considered at realization of Strategy of social and economic development of the Republic of Tatarstan for the period till 2030.
