RT Ministry of economy introduces new tools for better business conditions

Minister of economy of the Republic Farid Abdulganiev told about new solutions for business development and existing measures to support entrepreneurs of Tatarstan within the national SME project today, October 22, at a briefing held in the Cabinet of Ministers of the Republic of Tatarstan.

According to the Minister, the number of employees in the sector of small and medium-sized businesses of the Republic of Tatarstan, including individual entrepreneurs and self-employed, is currently 570.3 thousand people. The result of the implementation of the national project "Small and medium-sized enterprises and support for entrepreneurial initiative" in the Republic should be an increase in the number of people employed in this sector to 678 thousand.

For this purpose five regional projects were launched in Tatarstan in 2019: "Expansion of access of small and medium-sized businesses to financial support, including concessional financing", "Acceleration of small and medium-sized businesses of the Republic of Tatarstan", "Improvement of business conditions", "creation of a system of support for farmers and development of rural cooperation" and "promotion of entrepreneurship". In these projects the main directions of support of small and average business of the Republic of Tatarstan are fixed.

First of all, it is information and consulting support – in the center "My business" for 9 months of this year, entrepreneurs received about 13.5 thousand services in consulting, training, promotion and promotion of goods. In addition, about 3,000 SMEs received advice on interaction with regulatory authorities through the portal "Proven business".

Various measures of financial support in the form of sureties, microloans and subsidies are also in high demand among entrepreneurs. Since the beginning of the year, 263 microloans in the amount of 605,1 million rubles have been issued, 178 guarantees in the amount of 1,1 billion rubles have been provided, through which entrepreneurs were able to attract borrowed funds for 3,8 billion rubles. The regional leasing company of the Republic of Tatarstan financed the equipment for 45,2 million rubles for 9 republican projects.

Launched on October 3, the program of subsidizing the interest rate on loans for small and medium-sized businesses is also gaining momentum. Acceptance of applications under this program is conducted by the "Center for implementation of programs for support and development of small and medium-sized enterprises of the Republic of Tatarstan" subordinated to the Ministry and reimburses the corresponding costs in the amount of up to 10 million rubles per recipient per year. The program budget for 2019 is 130 million rubles. To date, the Center has received more than 60 applications.

This year, 362 entrepreneurs focused on foreign markets were assisted. With the plan of 90 companies, 64 new companies have been exported to date, and export contracts worth 13,8 million US dollars have been signed.

Within the framework of the national project, work is underway to improve the business conditions of self-employed citizens. In this status, more than 37 thousand people are engaged in entrepreneurial activity, of which, according to the tax authorities, 83% have not previously registered their activities and have not paid taxes. The volume of tax revenues transferred by the self-employed for the first 9 months amounted to about 51 million rubles,

Measures of preferential access of entrepreneurs to property support are also important. In 2019, the Republic of Tatarstan allocated funding in the amount of 793,0 million rubles for the development of industrial parks "Saba", "Tyulyachi" and "Himgrad". Taking into account the budget of the Republic of Tatarstan, 979 million rubles were allocated for the events. In addition, at the expense of the Republican budget, 3 more industrial parks are being created in the Republic: "Urussu", "Arsky" and "Buinsk".

In General, it is planned to spend 2,635 billion rubles for the implementation of all 5 projects this year, including 1,555 billion rubles at the expense of the Federal budget.

Innovation in the field of improvement of conditions for doing business, which the head of the RT Ministry of economy presented at the meeting with journalists became digital solution developed at the junction of the projects "Digitisation" and "Small and medium entrepreneurship".

In October, the Ministry of economy launched an experiment to connect small and medium-sized businesses of the Republic working in the field of secondary metal procurement to the new digital platform "Procurement management center", working on the basis of artificial intelligence. It accumulates data on each transaction concluded in Tatarstan in the sphere of scrap metal turnover, verifies its legitimacy and the tax status of its participants – in other words, it allows automatic accounting, financial and tax control over all cash flows and transactions concluded in this market.

The platform was created taking into account the needs of business in a modern tool for instant cashless payments, reducing operating costs. This digital solution will allow the state as a regulator of this sector of the economy to increase the efficiency of the sector of recycling of raw materials and confidence in it, to exclude from circulation raw materials harvested by shady and criminal methods. The decision can also be used to increase the transparency of transactions in the areas of self-employed citizens, private agriculture, in the work of NPOs.
