What programs are implemented in Tatarstan within the framework of the Strategy-2030 and what changes are expected in development of the republic. These issues were discussed today at a press conference in "Tatar-Inform" IA. Oleg Pelevin, Deputy Minister of Economy of the Republic of Tatarstan, answered journalists' questions.
He called the petrochemical complex, engineering, energy, a developed infrastructure for business and agriculture the drivers of economic development. The Deputy Minister of Economy said that by 2030, it is planned to increase the gross regional product to 5 trillion rubles. Today, this amount is 2.253 trillion rubles.
“The main objective of the Strategy and the three key priorities remain unchanged. They include formation and accumulation of human capital, creation of a comfortable space for its development and creation of public institutions where human capital is demanded by the economy and can function successfully”, said Oleg Pelevin.
In the direction of human capital, significant work is carried out within the framework of republican programs. Since the beginning of adoption of the Strategy, more than 195 thousand Tatarstan citizens were born. Since 2018, measures to stimulate fertility have been supplemented by a lump-sum payment to women permanently residing in the countryside, at the birth of a child. The strategy is supplemented by the provision of 100% availability of pre-school education for children under three years of age and employment of people of pre-retirement age and their retraining.
Since the beginning of implementation of the Strategy, the following have been created:
- 3 children's technoparks “Kvantorium”, 19 youth innovation creativity centers that prepare future generation of our scientists and engineers;
- 31 resource centers, where training for the real sector of the economy according to Worldskills standards is carried out.
The project “University of the Third Age” is being implemented, in which more than 23 thousand people have been trained.
Since the beginning of the Strategy implementation, the life expectancy of the republic’s population has increased by 1.5 years. It is expected that by 2030 the value will be 80 years.
Since 2017, implementation of a two-year program of modernization of polyclinics, unprecedented in scale, has begun. Currently, work has been completed on 116 facilities.
In the field of culture, the speaker noted the inclusion of the Assumption Cathedral and the monastery of Sviyazhsk island-town in the list of UNESCO sites.
In terms of increasing the coherence of territories during the implementation period of the Strategy, more than 900 kilometers of roads were built and reconstructed; 158 settlements of the republic are connected by roads, where 22.5 thousand residents live. The Strategy-2030 will include projects for construction of the Moscow-Nizhny Novgorod-Kazan high-speed highway and construction of a milestone bridge across the Ik River to connect the road networks of Tatarstan and Bashkortostan.
“A new growth point has become the territories of advanced development (in Chelny, Nizhnekamsk, Chistopol and Zelenodolsk), creation of which was not foreseen by the Strategy. For 10 years, the functioning of TASED will create 17 thousand new jobs and attract 62 billion rubles of investments in the economy of the republic. By the end of 2017, 63 industrial sites were operating, now there are 70. The task is to keep up the momentum and bring them up to 100”, said Oleg Pelevin.
A separate unit for development of the digital economy, which is based on the "three pillars", is introduced into Strategy-2030. These are digital infrastructure, digital tools, digital literacy and digital competencies.
As Oleg Pelevin noted, public opinions were taken into account when developing the Strategy. “A special website i.tatarstan2030.ru and mobile applications were created, where every citizen of the republic could leave his strategic initiative. Since the launch, over 3.5 thousand offers have been received. Residents of Apastovskiy, Drozhzhanovskiy, Pestrechinskiy, Alkeyevskiy and Kamsko-Ustinskiy districts showed considerable involvement. And initiatives of Buinskiy, Zainskiy, Cheremshanskiy districts gained the maximum number of likes”, said the Deputy Minister of Economy. Most of the proposals included in the draft law on amending the Strategy 2030.
