As part of the forum "Looking into the future", a presentation of the first projects that could be supported by SME Corporation within framework of implementation of the equipment's concessional leasing program

On Friday, September 22, 2017, a presentation of projects of companies, seeking to conclude the first leasing contracts with JSC "The Regional Leasing Company of the Republic of Tatarstan" (RLC) was held in Kazan, during the  meeting between the President of the Republic of Tatarstan, Rustam Minnikhanov and the Director General of the SME Corporation, Alexander Braverman. The total amount of funding under these agreements will be 284 million roubles.

 We remind, that in June 2017 the Republic of Tatarstan was recognized as the winner of the Competitive Selection, performed by the SME Corporation, of the constituent entities of the Russian Federation for the right to establish a regional leasing company as part of the equipment's concessional leasing program. The implementation of the program makes it possible to provide on beneficial conditions equipment for small and medium-sized companies on concessional terms, which generally contributes to increasing the development potential of high-tech production and import phaseout projects. 

The Regional Leasing Company of the Republic of Tatarstan is organized in the form of the Joint Stock Company with a Charter Capital of 2 billion rubles, which is formed by means of a contribution from the SME Corporation in amount of 1.5 bln RUB and the Republic of Tatarstan in the amount of 500 mln RUB. 

Ten industrial production projects were presented at the meeting. Thus, LLC "PKF Instromet"(repair of parts and joints of industrial equipment, services for renovation and restoration of surfaces) is planning to perform production modernzation by means of purchasing for leasing a unit for lazer micro processing and the gas-flame spraying installation. LLC "Rivalcom" (production of float gauges, level sensors, pressure gauges and other) showed interest in purchasing for leasing the additional set of metal processing equipment for improving quality indicators of the manufactured products. LLC "RITZKI"(design and manufacturing of hydraulic components and hydraulic systems, used during the assembly of special machinery on the basis of KAMAZ shassis) for the purposes of implementation of the project of arrangement of production of import replacing hydraulic pumps is planning to purchase under the program of RLC the  turn-mill machining centre. LLC "KAMEK"  (production of car electronics, design and integration of LED lighting systems, contact assembly of electronics) is planning to purchase for leasing a high speed surface mounting line for  microelectronics and the tablet ultraviolet printing plotter. LLC "TH Vega-M" (production and supply of metal cutting tools, technology snap-in) within scope of cooperation with RLC is planning to purchase for leasing a metal turning lathe. LLC "Organic Park" (production of biological means of plant and animal protection) expressed interest in modernization and expanding production by means of purchasing for leasing a set of equipment for production of micro biology pesticides and agro chemicals. LLC Company “Specialized Snap-In MK” (design and production of accessories for rescue equipment for aircraft and navy) is planning to purchase for leasing milling machining centers to manufacture power parts and joints of aircraft designation for the plants of the Unified Aircraft Corporation (UAC). CPC "Chukotka"  (production and sales of products of raindeer farms, as well as processing and sales of wild, fosh and hunting products) expressed interest in purchasing a modular set of equipment for production modernzation  on the territory of the municipality of Pevek (Chukotka Autonomous District) for the export of venison to Finland and Sweden. LLC "Digital Loyalty System"  (scientific research and design in the field of science and technology) expressed interest in enlargeement of server capacities for technology platform in order to create the systems of buyers identification by any bank cards and implementation of the project on accepting, storage and transfer of fiscal data to tax authorities. CJSC "Melita-K"(manufacturing of components of engines for aircraft, turbo turboprop engines and their parts) is planning to implement the project on arrangement of manufacturing of accessories of gas turbine engines, which entailed the need of purchasing for leasing the metal processing equipment. 

"It is estimated that more than 200 subjects of individual and small entrepreneurship will be able to obtain funding under the program of beneficial leasing from RLC of the Republic of Tatarstan until the end of 2018 , – noted Director General of the SME Corporation Alexander Braverman. – This coopearation will enable them by means of modernization and strengthening of production potential to significantly increase the scopes of manufactured goods, to receive additional capabilities to enlarge sales markets, including at the expense of cooperation with major customers with state participation, which prourement market currently can be evaluated  as more than  2 trillions RUB". 

"The projects considered today are implemented by hi technology small and medium sized companies with experience and the own client database. It is very important that all of them are focused at import phaseout or production of export products, – underlined the President of the Republic of Tatarstan  Rustam Minnikhanov. –The joint implementation (together with SME Corporation) of mechanisms of beneficial leasing will enable us to support such enterprises, which very frequently have limited capabilities in engaging bank financing. The purchased equipment will conform to world's quality standards, which will ensure for these companies the possibility of reaching the higher level of development, new markets for their products". 

The services of RLC will be rendered to individual and small enterprises, having the need in leasing of high technology equipment, industrial equipment and equipment in the field of processing and storage of agricultural products, which are located and operating on the territory of both the Republic of Tatarstan, and in any other region of Russia. 

The maximum final rate for leasing imported equipment is  8% per annum, locally manufactured equipment - 6% per annum, advance payment  – from 15%, term of leasing agreement  –up to 60 months. According to the established indicators, the scope of implementation of RLC  leasing projects in 2017 would be at least 265 million roubles, in 2018 -not less than 1.7 billion rubles. From the second semester of 2018, a commercial leasing program for small and medium-sized businesses is scheduled to be launched.

The program of concessionary leasing of the equipment of the SME Corporation is implemented in accordance with the passport of priority project "Small business and support for individual entrepreneurial initiative", approved by the Presidium of the Council under the President of the Russian Federation for Strategic Development and Priority Projects, and provides for the establishment of a network of 8 regional leasing companies (2 companies in 2017, 6 companies in 2018). The activities of the emerging leasing companies will be primarily aimed at ensuring the access of individual and small business entities to procurements of the largest customers determined by the Government of the Russian Federation.
